Member Compliance Specialist

Communities In Schools of Central Texas believes learning is a continuous process and we're looking for a qualified Member Compliance Specialist responsible for coordinating and maintaining annual AmeriCorps member enrollment process and ensuring federally compliant documentation for the Communities In Schools of Central Texas AmeriCorps program in the areas of member enrollment and exits, National Service Criminal History Checks, federal grant compliance, and recordkeeping including monitoring and auditing, student data tracking, monitoring and tracking program expenses, and inventory and supply management.
Communities In Schools (CIS) is the nation’s largest and most effective dropout prevention organization. For over 40 years, Communities In Schools has been helping students achieve in school, graduate and go on to bright futures. The founding principle of CIS is to establish one-on-one relationships with individual students in order to support them beyond obstacles to succeed in school.
Essential Functions:
- Collaborate with the AmeriCorps Recruitment Specialist to support recruitment activities including conducting interviews, communicating with incoming members to ensure timeliness in eligibility verification
- Coordinate and maintain the annual new Member enrollment process including National Service Criminal History Checks and federal service verification through eGrants
- Collect and maintain member onboarding documentation, managing new member information packets, member service agreements, and other relevant documents
- Manage and disseminate member benefits information including Corps Network health insurance, Member Assistance Program, and Workforce Alliance EAP
- Provide ongoing support for member file and documentation standards, contract compliance, time reporting, and verification of hours for AmeriCorps members and site supervisors
- Review and approve member timesheets and mileage monthly in conjunction with site supervisors and provide accurate status to the AmeriCorps Program Director and/or Finance Dept. to produce each payroll
- Purchase supplies and manage member supply inventory including mentor toolkits, member gear, and training materials and work with AmeriCorps Program Director and CIS Finance Dept. to help monitor AmeriCorps grant spending ensuring fiscal responsibility
- Collaborate with AmeriCorps team to build and/or maintain member support and data tracking systems to ensure AmeriCorps member completion of program requirements within required timeframes, including but not limited to meeting caseload numbers, supporting Tier 1 services on campus, completing Service-Learning Projects, and liaising with site supervisors, PMD, and HR departments to support Member success as necessary
- Attend monthly state commission calls and build relationships with compliance and monitoring staff
- Participate and respond to official monitoring activity such as asynchronous and on-site monitoring, personnel file and timesheet audits, including desk-based reviews for OneStar and the single audit
- Partner with AmeriCorps Training & Outreach Specialist to create and lead member training sessions about AmeriCorps grant compliance including timesheet training, enrollment and exit requirements trainings, and service learning Projects and other topics as necessary
- Maintain active AmeriCorps site supervisor records and document changes in corresponding systems (OnCorps Reports, AMC database) and provide updated information to the CIS AmeriCorps Program Director and/or Finance Dept. to at least monthly
- Coordinate with CIS IT Dept. to deploy laptops/tech equipment for onboarding Members and the return of equipment for exiting members
- Communicate with the IT Dept. about Member access to ShareFile, Outlook, Teams, CIS data base, CIS Learning Management System and OnCorps or other systems
- Participate in at least one of the following: AmeriCorps Central Texas Collaborative, a CIS Committee related to your position (such as Learning & Development Committee or All Staff Meeting Committee), and/or Diversity, Equity, and Inclusion Programs
- Promote and maintain agency culture, standards, and systems
- Participate in the CIS team approach to service delivery and problem solving
- Perform all other activities and duties as directed by the AmeriCorps Program Director, or other Senior Director.
Qualifications & Experience:
- Bachelor’s degree in public administration or a relevant field OR equivalent combination of education, training and experience in high-detail administrative responsibilities
- Experience monitoring and enforcing complex state and federal policies, rules, regulations and contract provisions (preferably AmeriCorps) and the ability to apply them to organizational policies and procedures in context
- Data management experience including tracking data, conducting analysis and creating reports
- Demonstrated cultural humility and experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds
- Ability to work successfully with a variety of personalities and individual styles in a professional manner
- Ability to prioritize tasks, stay highly organized and have a strong attention to detail, and navigate complex systems both within and outside of the organization
- Demonstrated proficiency in MS Office including Outlook, Word, Excel and PowerPoint and including standard software (i.e. Microsoft 365) and customized software (i.e. eGrants, OnCorps Reports, and CRMs).
- Demonstrated experience maintaining confidentiality and exercising a high standard of professional judgement and discretion
- Must be highly self-motivated and able to work collaboratively and autonomously
- AmeriCorps or non-profit experience and/or campus-based program experience with Communities In Schools is preferred
Preferred Qualifications:
- Organizational skills with keen attention-to-details
- Knowledge on requirements of federally mandated AmeriCorps criminal history check (National Sex Offenders Website, state of residence background check and an FBI fingerprint-based check)
- Critical thinking, problem-solving, and conflict resolution skills
- Dependability, decisiveness, and intentionality, possessing high standards of initiative and integrity with the ability to take direction and work independently in a fast-moving environment

What We Offer: CIS offers a competitive salary commensurate with experience in a similar position. The starting salary range for this position is $3,700/mo. to $3,850/mo. determined by qualifications and relevant experience. Newly hired employees are typically brought into the organization at a salary between the minimum and midpoint depending on experience and in alignment with internal equity. We offer a comprehensive benefits plan, paying 100% of the employee premium for the base medical insurance plan and we provide subsidy to support coverage for spouse/domestic partner and children. Work Location: This position is a full-time position and will be required to work at the CIS central administrative office in Austin, TX with occasional telework flexibility after 90 days of employment.
