The Meteorologist work is rarely reviewed but typically requires status updates, to ensure technical compliance and alignment with the goals of the organization and the agency, and reports at project completions.
Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist.
Applies experience and comprehensive knowledge to collect, analyze, evaluate, and interpret meteorological data to predict weather and determine climatological conditions.
Provides meteorological change analyses, system modeling, and simulation in support of global harmonization of weather information, and the net-centric concept of system-wide management of weather information.
Analyzes computer models that evaluate atmospheric data to solve complex problems and develop improved technical processes or systems.
Prepares long-and short-term weather forecasts using computers, mathematical models, satellites, radar, and local station data.
Conducts studies to improve understanding of climate, weather, and other aspects of the atmosphere.
Considers the objectives of the weather stakeholders such as ATO service Units, the Aviation Safety Organization (AVS), the Office of NextGen (ANG), the National Weather Service, the Department of Defense, and industry representatives to assess existing weather research and development efforts when developing, integrating and implementing solutions to diverse complex problems for improving the safety and efficiency of the National Airspace System (NAS).
Serves as a principal technical specialist in leading the development of aviation weather research activities to improve the safety and efficiency of the NAS.
Participates in/on projects related to the reduction of redundancies across ATO weather projects.
Ensures service providers comply with Annex 3 to the Convention on International Civil Aviation Organization – Meteorological Service for International Air Navigation.
Utilizes instruments such as radar systems, satellites, and weather balloons to monitor the weather and collect data.
Uses computer models and knowledge of climate theory, physics and mathematics to interpret data, reports, maps, photographs, or charts to predict long- or short-range weather conditions to enhance the safety of air traffic.
Collaborates with subject matter experts to formulate domestic and international weather policy, requirements, standards, and recommended practices.
Develops plans, techniques, and policies to address current or anticipated weather problems and issues.
Assesses safety issues through reviews of data analysis to use in the drafting, reviewing, and editing of reports or contractual documents for final approval prior to external distribution.
Resolves all but unique technical service-wide operational problems impacting system performance of the National Airspace System (NAS) facilities/systems without the intervention of management or a more experienced technical specialist.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs, and other work activities.
Coordinates significant technical matters with representatives of external organizations.
Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches.
Draws on experience to solve unusual meteorological problems and may create new solutions and policy interpretations as the situation requires.
Provides policy guidance and instruction to others, both internally and externally.
Develops innovative approaches to attain organizational objectives and optimize resource utilization.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
