POSITION TITLE: Migrant Shelter Case Manager- Imperial Valley (Temporary Position)

DEPARTMENT: Refugee & Immigrant Services

REPORTS TO: Program Manager/Supervisor

FLSA STATUS: Non-Exempt

TIME COMMITMENT: Full-time (40 hours/week), evening and night shifts, and one weekend day per week

SALARY: $18.50 - $21.50 per hour DOE

ORGANIZATION PROFILE: Catholic Charities Diocese of San Diego was founded in 1919 to provide service to those in need, to be a witness to the scriptural values of mercy, to advocate for justice, and to call all people of goodwill to join in these efforts. The agency responds to the needs of the poor in two counties of the Roman Catholic Diocese San Diego and Imperial.


POSITION SUMMARY:

The Migrant Shelter Case Manager reports to the Program Manager and works in accordance with the mission and philosophy of Catholic Charities Diocese of San Diego. The Case Manager carries out a variety of duties related to the operation of a transitional shelter for asylum seekers, including accepting referrals based on predetermined criteria, conducting intake and orienting clients to the shelter, and providing support that meets the needs of clients assisted at the shelter including but not limited to the provision of case management, food, hygiene items, bedding, clothing, and other assistance as needed to help clients solve problems and overcome challenges.


The Migrant Shelter Case Manager works with volunteers, other service agencies, and professionals involved in support of clients. The Case Manager communicates with all assigned cases regularly and proactively to ensure that basic needs are met, problems are solved in a timely manner, and progress is made toward the goal of securing stable and sustainable housing. Frequent and effective communication with other department staff – the Program Manager, Case Managers, Logistical Operations Coordinator, Case Manager Aides, Attorneys, and others – is required.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Provide case management services to asylum seekers served by the Refugee Services Department with the primary goal of assisting them to move into stable housing within 30 days of arrival at the shelter.
  • Perform client intake based on established criteria.
  • Welcome new clients, informing them of the aid available to them and making them comfortable through methods such as providing support, food, hygiene items, clothing, and shelter.
  • Provide assistance to clients through methods such as identifying and sharing information on a variety of internal and/or external community/government resources including services providing housing, meals, health, legal and financial aid.
  • Complete and maintain records and documentation by documenting interactions with clients, maintaining statistical data, completing individual files, and tracking medical needs and services.
  • Work directly with clients to develop practical and realistic self-sufficiency plans, tailored to their unique strengths and weaknesses, that include both short and long-term goals as well as the means and time frames within which these goals will be achieved, specifically as related to establishing a housing plan and realistic goals that are achievable within 30 days.
  • Perform a variety of shelter-related duties such as receiving and organizing meal and supply deliveries, orchestrating and assisting with meal distribution, arranging beds and bedding, processing donations, enforcing cleaning schedule, monitoring the use of various spaces within the shelter, enforcing curfew, and occasionally running errands to purchase needed supplies.
  • Distribute face masks and ensure strict compliance with all established COVID-19 safety protocols.
  • Respond to emergencies and support others through sharing knowledge and information.
  • Observe clients and their environments to ensure safety by reporting unsafe conditions, incidents and/or behaviors, investigating disturbances, dealing with client emergencies, and enforcing shelter rules.
  • Assist in providing orientation to new employees or volunteers by performing duties such as familiarizing individuals with the policies and procedures or equipment of the facility and/or work area and demonstrating work procedures.
  • Perform other related duties as assigned.

EDUCATION, AND EXPERIENCE:

  • Bachelor’s degree in Social Work or a related field preferred.
  • Two to three years of experience working with Hispanic/Latino families, refugees, immigrants, and/or other migrants to provide culturally and linguistically appropriate services preferred.
  • Knowledge of the resources and providers (governmental, civic, social, health, educational, economic, faith-based, etc.) that are available within the community/county to assist migrant families.
  • Exemplary, professional work habits verified by previous employers.
  • Ability to contribute to and maintain accurate, complete, and confidential records and reports.
  • Bilingual in English and/ or Spanish, Ukrainian, Pashto, Dari, Farsi or another language spoken by the migrants
  • Ability to communicate effectively and tactfully with clients, co-workers, and other individuals in a diverse, multicultural work environment
  • Proficiency with Microsoft Office Suite – including Outlook, Word, Excel, PowerPoint, and Access – and other commonly used office software required
  • Familiarity with data management software and the use of databases for tracking the delivery of services to clients’ preferred

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Valid California Driver’s License
  • Safe driving record as demonstrated by a DMV report that shows no violations or restrictions
  • Must successfully complete a DOJ / FBI live scan fingerprint check
  • Tuberculin Skin Test
  • CPR/First Aid Certification (desired)

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to walk; sit; use hands to finger, handle, or feel; reach with hands and arms, and talk or hear. The employee is frequently required to stand. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision.
