Job summary

The Naval Base Commander (Devonport) (NBC(D)) Apprentice Scheme Manager will work as part of the Business Resilience & Sustainability team within HM Naval Base (HMNB) Devonport. This new and exciting position will provide a challenging and rewarding role that supports the NBC(D) Apprentice Scheme Lead with the design, implementation and delivery of an NBC(D) Apprenticeship Scheme for the Naval Base Headquarters organisation. The aim of which is to grow talent within the organisation and provide resilience and sustainability to the workforce.

This position is advertised at 37 hours per week and is office based at HMNB Devonport.

Job description

The Naval Base Commander (Devonport) NBC(D) Apprentice Scheme Manager will be a key post within the NBC(D) business. Key areas of the position are as follows:

  • Responsible for the successful implementation of the Naval Base Commander (Devonport) NBC(D) Apprenticeship Scheme by supporting the delivery and design of the HMNB Devonport Apprenticeship Programme.
  • To be accountable to the Apprentice Scheme Lead and Business Resilience & Sustainability (BRS) Team Leader for supporting the leadership, management, and successful delivery of the NBC(D) Apprenticeship Scheme.
  • Assist the Apprentice Scheme Lead in the development and implementation of the NBC(D) Apprentice Strategy to ensure effective governance, business planning and delivery of the apprenticeship.
  • Implement the phase-by-phase training programme ensuring apprentices obtain the academic requirements of the apprenticeship and wider MOD/Civil Service knowledge and experiences.
  • Manage the performance and development of the apprentices, escalating any issues of concern to the Apprentice Scheme Lead.
  • Provide Subject Matter Expert (SME) advice for NBC(D), the Executive Committee and the wider Navy Command HQ community on the apprenticeship programme.
  • Attend apprentice college reviews to monitor apprentice progress, performance, attendance, health, and well being, conduct and general personal and professional development in line with MOD policy.
  • Create and monitor performance improvement plans where required, to support struggling apprentices, and facilitate/source additional support as needed.
  • Address any college/work placement issues promptly and in accordance with Civil Service policy.
  • Provide relationship management between the Training Provider and the Apprentice Scheme Lead to ensure professionalism and technical requirements align to the business/operational requirements.
  • Manage the delivery of the apprenticeship scheme and recommend ideas for the continuous improvement of the scheme.
  • Support Defence Nuclear Organisation/Defence Nuclear Enterprise with their apprenticeship schemes and apprentices.

Person specification

The post holder will have proven ability to work with varying internal and external stakeholders, have a passion for developing emerging talent and have strong verbal & written communication skills. The position requires an optimistic and enthusiastic people person who has a strong team ethic. A diplomatic team-player who can establish positive relationships and work collaboratively with stakeholders across the organisation and at all levels.

They must have strong interpersonal skills and the ability to build collaborative relationships. They must also have the ability to listen to and interact confidently with others. There is a requirement to manage multiple projects and tasks effectively, always planning so deadlines are met and ensuring a quality output is maintained. All whilst demonstrating accuracy and attention to detail.

The post does not offer relocation expenses (move of home, excess fares or temporary transfer). Non Standard move applicants will be eligible for the full package, subject to eligibility.

The selection at sift stage will be based on the following:

Interviews will be conducted face to face at HMNB Devonport. Interviews will assess experience and two of the behaviours assessed at sift stage.
