SUMMARY OF THE ROLE 



The Supervisor, Document Control will support long-term operations for the Rio Grande LNG facility located near Brownsville, Texas. The position will require work from Houston during early job phases before transitioning to Brownsville, Texas prior to commissioning and startup. This position will report to Manger, Quality (Position #289) in the Operations Engineering Department, under the leadership of the Director of Engineering and will supervise and mentor a team of two or more Document Control Technicians. The peer level personnel across the engineering team will include the Lead Quality Assurance ISO and Lead Quality Assurance Materials/Equipment.


KEY RESPONSIBILITIES
  • Help develop Next Decade Operations document control standards, then supervise and mentor the document control team to execute effectively and efficiently.
  • Interface with intercompany department personnel to provide timely information and document support.
  • Help establish and ensure that the Electronic Document Management System (EDMS) and associated documents meet and remain within ISO-9001 compliance.
  • Ensure that all documents added or edited within the EDMS are complete, legible, and include all document/file attributes and metadata.
  • Maintain consistent application of document control processes, procedures, numbering, tools, and systems.
  • Interface with the Management of Change (MOC) Coordinator and other personnel involved in the MOC process to ensure that all changes are managed correctly throughout all impacted documents and to ensure that all impacted documents remain current and readily available.
  • Ensure that an effective and timely electronic and physical (as necessary) document routing and distribution system/matrix is developed and maintained.
  • Maintain Key Process Indicators (KPIs) regarding the Document Control Team performance.
  • Perform and/or participate in routine Quality Assurance audits of the document control procedures and EDMS system.
  • Interface with Operations department personnel and demand manager to maintain the Operations team Lessons Learned Database current and readily accessible.
  • Develop and supervise the Document Control Team budget.


Minimum Qualifications
  • High School diploma or equivalent GED
  • 5+ years of experience as a Document Control Supervisor.
  • 10+ years of experience with document control.
  • 5+ years of oil and gas industry experience.
  • Ability to get a Transportation Worker Identification Credentials (TWIC)
  • Experience establishing, maintaining & managing various Electronic Data Management Systems (EDMS), such as Hexagon SDX, OpenText, PIMS, etc.
  • Experience managing both electronic and physical document transmittal and distribution systems.
  • Experience with establishing and/or maintaining ISO 9001 compliance and certifications.
  • Excellent organization, planning, and time management skills to ensure timely execution of work tasks.
  • Effective Communications – Accurate, clear, concise, timely and effective communication is vital to this role.
  • Ability to lead and motivate technical staff by guiding, mentoring, and inspiring.
  • Ability to work collaboratively and foster a collaborative work environment.
  • Assertiveness and ability to motivate and ensure that others provide input, missing data, etc., to avoid EDMS and other work process backlogs.
  • Ability to lead by example and deliver against targets.
  • Ability to perform under pressure.
  • Focus on timely, consistent, and accurate results with determination to consistently meet and exceed expectations.
  • An eye for detail to ensure complete documentation and associated metadata.
  • Ability to comply with key project performance drivers and indicators.
  • Adaptability to manage changes in work environment in regards adhering to updated deadlines or unexpected delays.
  • Computer literate including proficient with Microsoft Office Suite.


Preferred Qualifications
  • Bachelor's degree in Engineering
  • ISO 9001 Foundations or Auditor Certification
  • Detailed knowledge of multiple Electronic Data Management Systems (EDMS)
  • Detailed knowledge of Quality Management Systems (QMS)
  • Database management abilities (for Lessons Learned Database)


Job Site Work Environment 

·  Must be able to wear all necessary PPE equipment to perform job functions. 

·  Operates in a complex construction environment. 

·   Exposure to indoor and outdoor weather conditions. 

·   Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions. 

·   Exposure to moving mechanical parts and electrical circuits. 

·   Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction. 

·   Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios. 


Able to meet the following physical demands of the job, with or without reasonable accommodations: 

·  Ability to drive to other Company work locations as required. 

·   Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations.  

·   Stand and/or sit continuously and perform job functions for a full shift. 

·   The incumbent is required to have fully mechanical motion and usage of all extremities. 

·   Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance. 

·   Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. 

·   Must be able to clearly communicate with others via radio, phone, and verbal methods.  

·   May be required to enter confined spaces. 

·   May be required to work at elevated heights and access elevated structures without assistance.
