Classification Summary:
Manages and coordinates a major program or set of programs within a division of the New Mexico Department of Agriculture. The Assistant Division Director position has statewide impact and significance to agency mission. Agency programs are constitutionally bound by the State of New Mexico and through state statute to promulgate and enforce rules related to specific program areas. Works under minimal supervision and reports directly to the Division Director.
Classification Standard Duties:
The Assistant Division Director administers resource and operational activities for a major program or set of programs to ensure delivery of services or products to citizens and industry. The Assistant Division Director works with the Division Director to establish program policy, goals, and priorities and carries out the day-to-day program activities using independent judgment and initiative. Assigned objectives are defined by statute, grant, and agency mission; routinely interacts with other state, federal, local, tribal counterparts. Requires legislative interaction, initiating, reviewing, and drafting legislation; informing and advising board/committee members and constituents; serves as department representative on assigned issues. Program objectives managed have an important relationship to the agency mission and require accountability, including implementation of strategic direction, budgeting, and assessment. The Assistant Division Director assists with division leadership in the absence of the Division Director.

Job Duties and Responsibilities
This position is a grade level 09. Assisting the division director with maintaining an active role in organizations (NCWM, WWMA, ASTM, NERO, etc.) related to the SCS programs and attend meetings, and maintaining the Country of Origin Labeling (COOL) retail surveillance program for the department. Assist with hiring and supervision of staff, conduct visits with inspectors to ensure inspection activities are consistent throughout the state, in concurrence with the division director complete annual staff performance evaluations, data and report analysis with the use of WinWam data, update WinWam questionnaires and templates, maintain state- of-the-art technology for staff to ensure productivity and quality performance, understand the legislative processes and contribute to the review of legislation, conduct fuels/alternative fuels/energy research to become subject matter expert, educate registered service establishments and confirm their qualifications, maintenance of SCS licensing program, update and maintain standard operating procedures (SOPs) for applications, work with NMDA IT developers to complete new applications and track SCS inventory, SCS fleet/ vehicle maintenance, ensure equipment calibrations, assist the division director with reviewing rules and complete necessary changes through rule making procedures, fulfill all division requests for public records under the New Mexico Inspection of Public Records Act, support the department by conducting industry meetings and build relationships with industry, maintain tribal relationships, understand ASTM methods and fuel requirements, surveillance of egg dealers and egg quarterly reports, maintain NMDA’s retention schedule policy, conduct all of the activities of the department in the most efficient manner possible and in accordance with NMDA/NMSU policies and procedures, assist the division director with the biodiesel market analysis, in collaboration with the division director, review and sign off on the follow: mileage reports, egg quarter reports, licenses, inventory, Purchase Orders (POs), Pcard reconciling, reimbursements, AggieMart, Alternative Work Arrangement (AWAs), assist the director with organizing annual trainings, assists with division leadership in the absence of the division director, punctually complete any additional assignments from the front office or director, and other duties as assigned.
