ORNL Human Resources is seeking an experienced Talent Acquisition Manager who will lead and execute the overall strategy of the talent acquisition process at ORNL. The Talent Acquisition Manager develops and executes hiring strategies for recruiting top talent to support the staffing needs of the organization, partnering with senior leaders and hiring managers to recruit qualified candidates through creative sourcing and utilizing emerging recruitment technology. The Talent Acquisition Manager will e ngage HR team members to ensure seamless execution of recruitment , selection, interviewing , and onboarding practices within the organization and manage a full lifecycle recruiting, interviewing , and hiring process that is efficient and offers a positive candidateexperience from the first contact through onboarding as well as staying in compliance with the law on hiring practice(s) for all jurisdictions in which the company employs or intends to employ staff members . Major Duties/Responsibilities Provide leadership, coaching, and development plans to a team of recruiters and manage workload assignments, requisition volume , and system resources to meet or to exceed expectations for quality, service, and timeliness. Develop and maintain effective recruiting plans and strategies. Implement marketing and branding campaigns. Partner with hiring managers to identify recruiting strategies and approaches to meet their staffing needs . Work with hiring managers to project hiring volume based on attrition rates and funding changes . Manage interview process to ensure behavior-based interviewing techniques and other best practices are utilized. Produce and analyze hiring reports, metrics , trends, and statistics including time-to-fill, cost-per-hire, sourcing effectiveness, and hiring managers ' satisfaction to enhance the recruiting process and applicants/candidates experience. Maintain current knowledge of relevant recruiting procedures and practices in compliance with all laws and regulations and Company policies and procedures. Develop creative talent acquisition strategies and proactively build an ongoing pipeline of qualified candidates to ensure future talent needs are met. Use social and professional networking sites to identify and source candidates . Identify, develop , and update talent acquisition policies and procedures. Lead the talent acquisition group to design, implement, and continuously improve consistent systems and processes to drive growth and align with the company culture . Negotiate contracts with vendors (Indeed, Linkedln, Employment Agencies, etc . ) to achieve the best pricing and return on investment. Maintain strong commitment to the implementation and perpetuation of values and ethics. BASIC Qualifications: Bachelor's degree in Human Resources, Business, Communications, Science or related field and a minimum of eight years of recruiting experience. Good understanding of employment laws and regulations relevant to the recruitment function(s), especially federal contractors. Strong management skills including the ability to effectively consult, negotiate, resolve conflict, and influence change . Ability to lead a high-performance team that focuses on constant improvement and results Previous experience implementing recruiting programs. Exceptional written and verbal communication skills. Excellent candidate generation, interview, and negotiation skills. Strong knowledge of recruiting-based websites, applicant tracking systems, and creative sourcing techniques . Critical thinking skills. PREFERRED Qualifications: Master ' s degree in Human Resources, Business, Communications or Science Discipline. 7-10 years ' recruitment experience in a science/academic environment. Systems knowledge of SuccessFactors and two or more years of SF technical experience in research, nonprofit or academic institution . Experience with cloud-based systems deployed in hybrid environment with SAP on premise. Experienced with creating and/or driving the vision for and execution of a talent acquisition program. Excellent PC Skills, proficiency in Windows and Microsoft Office suite (Word, Excel, PowerPoint, Publisher, etc.) with a general understanding of PC operations and applications. Strong listening, creative thinking and relationship-building skills with a proven customer focus. Recruiting and/or HR certifications. A wide range of experience in current systems technologies, practices, and trends and the ability to propose and implement ongoing improvements to ORNL ' s human resources business/recruiting practices. This position will remain open for a minimum of 5 days after which it will close when a qualified candidate is identified and/or hired. Salary Range: $150K -- $200K Minimum Qualification HR Management, HR Recruitment & PlacementEstimated Salary: $20 to $28 per hour based on qualifications
