HP Exstream developer will be responsible for taking requirements from clients, working with clients in a cross-functional and technical environment and implementing their ideas. The resource will ensure that related work is of high quality, defects free and adheres to industry standards for software deployment methodologies.

The resource will become an integral part of the DCAS Team working with all related teams working towards the overall goal of successful system implementation and management so as to provide efficient services to the citizens of the District of Columbia.

The Core duties associated with the role are as follows:

• Performs design & development of applications on moderate to complex projects utilizing HP/OpenText Exstream version 16.2 or higher.
• Works directly with clients to capture their requirements and subsequently work on implementing them into the system.
• Serves as a communication liaison to bridge gaps and resolve/identify deficiencies in the system.
• Maintain the environment (DEV, TEST, UAT) and ensure best practices of code keeping is followed such as, source control, backups etc.
• Interacts daily with government clients in order to meet the technical requirements for new initiatives.
• Works with Quality Assurance / Quality Control teams to ensure the application remains secure and defect free.
• Defines and documents processes to be used by all application developers on the team.
• Plans, researches, and recommends new equipment, software tools, and related technologies.
• Uses monitoring and performance analysis tools to troubleshoot and isolate application performance issues.
• Updates system and process documentation, produces user guides, diagrams, and SOPs as needed.

Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty.

Identifies improvements to project standards to achieve high quality services/products.

Identifies best practices and standards for the use of the product.

Delivers support and design for industry specific technologies that require integration with systems or networks.

Interacts with executive level business users or technical experts.

Functions as a niche technical SME.

Lead experience with technical expertise across large, complex implementations for systems.

Minimum Education/Certification Requirements: Bachelor’s degree in Information Technology or related field or equivalent experience

Responsibilities:

Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.

Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.

Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.

Job Type: Full-time

Pay: $82.00 - $91.00 per hour

Experience:

• BA: 10 years (Preferred)
• HP Exstream version upgrade 9.x: 5 years (Preferred)
• HP Exstream Migration project 9.x: 5 years (Preferred)
• design, development, test, and support of document: 5 years (Preferred)
• XML, delimited files, and scripting: 8 years (Preferred)
• esigning process flows: 6 years (Preferred)
• supporting Curam V6 or higher application: 4 years (Preferred)
