Chief Licensing, Permits and Records Officer

Optimiza is searching for a strategic and highly skilled Chief Licensing, Permits, and Records Officer to lead and transform our licensing, permits, and records management division. In this senior leadership role, you will be responsible for developing policies, ensuring compliance, and driving initiatives that optimize liaison with regulatory authorities while enhancing service delivery and operational efficiency.

Key Responsibilities:

  • Oversee the development and implementation of comprehensive strategies for licensing, permits, and records management that align with organizational goals and regulatory requirements.
  • Transform processes and systems to improve the efficiency and effectiveness of licensing and permit issuance while ensuring compliance with industry regulations.
  • Lead and mentor a team of licensing and records professionals, fostering a culture of excellence, accountability, and continuous improvement.
  • Act as the primary point of contact for regulatory agencies, ensuring active engagement and collaboration to uphold best practices in licensing and permits.
  • Monitor and analyze industry trends, legislative changes, and best practices to inform and enhance licensing and permitting frameworks.
  • Prepare and present comprehensive reports to executive leadership and the board of directors, providing insights on licensing operations, compliance status, and strategic initiatives.
  • Establish metrics and standards for the performance of licensing and records management to ensure accountability and drive service excellence.
  • Advocate for the incorporation of technology solutions to streamline licensing and permit processes and improve stakeholder experiences.
  • Master’s degree in Public Administration, Business Administration, Law, or a related field; relevant professional certifications are a plus.
  • 10+ years of progressively responsible experience in licensing, permits, and records management, with at least 5 years in a leadership role.
  • Extensive knowledge of licensing and permitting laws, regulations, and best practices across relevant jurisdictions.
  • Proven track record of developing and implementing successful licensing strategies and programs.
  • Outstanding leadership skills with the ability to inspire and develop staff at all levels.
  • Strong analytical and problem-solving skills to navigate complex regulatory environments and drive compliance efforts.
  • Excellent communication and interpersonal skills for effective engagement with a diverse range of stakeholders.
  • Demonstrated capability in project management, including budget management, resource allocation, and performance monitoring.
  • Passion for transparency, ethical practices, and improving regulatory processes to enhance organizational performance.
