About the Job – Your Role

Eastern Oregon Correctional Institution is seeking a dedicated Inmate Work Program (IWP) Coordinator is responsible for the planning, organizing, coordinating, and overseeing the daily operations of the Adults in Custody (AIC's) Work Programs. This role involves developing and maintaining partnerships with community partners, corrections, industries, and the IWP team to ensure smooth operations and compliance with legal and operational standards outlined in the 1994 Prison Reform and Inmate Work Act. The coordinator works under the direction of the Assistant Superintendent of Special Housing and collaborates closely with the institution’s Executive Team to implement effective procedures for managing the inmate workforce. Additionally, the position ensures the proper execution of revenue-generating work programs, which includes overseeing billing, payment, and revenue distribution, as well as ensuring that funds are used appropriately and in compliance with budgetary limitations.

The coordinator also manages several specialized programs, in overseeing these programs, the coordinator is responsible for scheduling AIC participation, maintaining security protocols, and ensuring that all activities remain cost-effective and aligned with institutional goals. This role involves a significant amount of administrative work, such as preparing correspondence, reports, and memoranda for the Executive Team, as well as responding to AIC grievances, tort claims, and discrimination complaints related to work programs. Additionally, the coordinator helps monitor the Performance Recognition Award System (PRAS), addressing questions from staff and AICs about the system and ensuring that workforce adjustments stay within budgetary limits while complying with policies and regulations.

The position also involves key responsibilities related to institutional operations and community engagement. This includes coordinating AIC orientations, assisting with various institutional tasks, and ensuring the safety and security of the facility by managing inmate movement and overseeing control procedures. The coordinator plays an essential role in educating the public, civic groups, and charitable organizations about Measure 17 and its significance within the Department of Corrections. This role requires strong leadership, organizational, and communication skills, as well as a deep understanding of correctional facility operations and inmate labor programs.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
