This position is full-time, Limited Duration and expected to last until June 30th, 2025, with the possibility of being extended through June 30th, 2027, or becoming permanent.

Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical, and planning work.
OR
Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.
What you will do:
The IT Project Manager will be responsible for managing the complete project lifecycle of various initiatives in scope and size. The person in this position is one member of the OPDC Information Technology Department and is responsible for the development and management of several simultaneous projects. Projects initiated and managed by the person in this position lack detail and specific guidelines, are of medium to large scope and impact, and may involve or affect federal program administration, other governmental agencies, or community partners.

Business Analysis
This role involves managing multiple projects of varying complexity by applying best practices to oversee scope, schedule, budget, quality, and stakeholder engagement. Responsibilities include developing project plans, managing risks, tracking budgets and timelines, facilitating communication, and ensuring compliance with laws and policies. It also requires leading cross-agency coordination, overseeing change management, and delivering clear performance reports to stakeholders while maintaining thorough documentation and effective team collaboration.
Project/Program Integration, Collaboration, and Alignment
This position will function as a liaison with OPDC Procurement, Finance, Research and Analysis, policy analysts, program staff, other department personnel, and external partners to ensure collaboration, alignment, and integration between project work and program administration.
Other Duties as Assigned
The IT Project Manager will support other activities as needed and as assigned. This may include, but is not limited to, short-term and smaller scope projects related to administrative operations, process engineering and improvement, performance measure development, organizational development, strategic planning, facilities, space planning, or other process control/policy and procedure development initiatives.

Who we are:
The Oregon Public Defense Commission (OPDC) is an agency governed by a 13-member commission appointed by the Governor, which serves as the governing body for Oregon’s public defense system. The Commission provides policy direction and oversight for the administration of the system. The legal services provided by OPDC represent an essential component of Oregon’s public safety system.
OPDC’s mission is to ensure constitutionally competent and effective legal representation for persons eligible for a public defender. Its office includes the Executive, Appellate, Trial, Trial Development & Resources, and Administrative Services Divisions.
OPDC negotiates contracts with trial level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The Agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the Agency include, Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development.
