Hi, we're Oscar. We're hiring an Attorney to join our Regulatory Legal & Government Affairs team.

About the role


The Attorney is an important contributor to the continued development of Oscar’s state and legal department. They have state legislative and regulatory experience and familiarity with the legislative and regulatory policy making process. Externally, they partner with legislators, regulators, and other government officials at both the state and federal level and trade associations and other external partners.  

You will report to the Associate General Counsel.

If you live within commutable distance to our New York City office (in Hudson Square), our Tempe office (off the 101 at University Dr), or our Los Angeles office (in Marina Del Rey), you will be expected to come into the office at least two days each week. Otherwise, this is a remote / work-from-home role.  


You must reside in one of the following states: Alabama, Arizona, California, Colorado, Connecticut, Florida, Georgia, Illinois, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, or Washington, D.C. Pay Transparency:


The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $158,400 - 207,900 per year. The base pay for this role in all other locations is: $142,560 - 187,110 per year. You are also eligible for employee benefits, participation in Oscar’s unlimited vacation program, company equity grants and annual performance bonuses.


Responsibilities


  • Manage a team of analysts to ensure efficient tracking of all proposed and enacted legislation, regulations, bulletins, and other regulatory guidance of impact to Oscar.  
  • Provide legal counsel on interpretation of legislative and regulatory requirements.
  • Provide expertise on legislative, regulatory and industry developments, including the proactive identification and assessment of regulatory risks and the ongoing monitoring and tracking of relevant legislative and regulatory updates.
  • Ensure relevant teams are informed of impactful proposals, and work with internal subject matter experts to develop talking points to advocate on behalf of Oscar’s interests with policymakers or through industry trade associations.
  • Ensure that value-added memoranda summarizing all newly enacted laws and regulations are timely distributed to Oscar’s Compliance team for implementation purposes. Be a resource to Compliance in the implementation of all legislative and regulatory proposals.
  • Manage relationships with relevant state trade associations and other stakeholders to identify opportunities to promote policies that further Oscar’s interests. Maintain relationships with staff to facilitate and strengthen company influence with associations to obtain appropriate research and policy support.
  • Under the direction of the Head of Government Affairs, represent Oscar’s interests with elected officials and state legislators, and trade group leaders.
  • Compliance with all applicable laws and regulations.
  • Other duties as assigned.


Qualifications


  • Bachelor’s degree required; Advanced degree preferred.
  • 7+ years of experience in health insurance trade groups, state legislative staff, health insurance industry or another regulated industry. 2 years of experience may be replaced by an advanced degree in a related field (J.D., M.P.H., or MPP).
  • 7+ years of experience with state legislative and regulatory processes, as they relate to the health insurance industry.
  • 7+ years of experience working with federal health insurance regulators (including HHS/CMS/CCIIO), federal risk adjustment rules and the Stars Rating Program.
  • 7+ years of experience managing cross-functional projects, specifically in the government affairs/regulatory space.
  • 7+ years of experience communicating with and presenting information to leadership.
  • 7+ years of experience distilling legislative and regulatory requirements into clear action items, for audiences of seniority.
  • 5+ experience managing a team with high impact deliverables.


Bonus Points


  • Licensed attorney in good standing.
  • Familiarity with the Affordable Care Act and Healthcare.gov or other State-based Exchanges.
  • Experience with Oscar markets.
  • Experience working with attorneys and internal stakeholders.
  • Experience with external stakeholders.

Pay Transparency:  Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience. Full-time employees are eligible for benefits including: medical, dental, and vision benefits, 11 paid holidays, paid sick time, paid parental leave, 401(k) plan participation, life and disability insurance, and paid wellness time and reimbursements.
