Pavement Test Specialist

STATE PROFILE SUMMARY:

Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.

JOB RESPONSIBILITIES:

· Serves as the principal field technician for the operations and maintenance of the Pavement Management Bureau’s test equipment.

· Prepare draft reports and diaries pertaining to daily work activities.

· Perform specialized testing on projects and experimental sections using destructive and non-destructive equipment.

· Evaluates new pavement testing equipment for GDOT use. Composes specifications and operational procedures for any new Pavement Management Bureau equipment.

· Modify and upgrade existing equipment to ensure continuing functionality and accuracy of test results.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications

STATE ENTRY QUALIFICATIONS:

· Bachelor's degree from a related field AND One year of related experience OR

· Associate's degree in a related field from an accredited college or university AND Two years of related experience OR

· One year of experience at position equivalent.

AGENCY SPECIFIC QUALIFICATIONS:

· Training and experience in pavement testing.

· Knowledge of construction practices, policies, and procedures for pavement acceptance.

· Experience reading and comprehending specifications, contract documents, construction and test manuals, plans, diaries, technical reports.

· Ability to perform basic mathematical calculations such as: metric conversions, quantities and test results involving percentages, using standard formulas.

· Experience and knowledge of computers and various software packages, technical applications, and testing equipment to analyze and communicate results.

· Ability to work, communicate and interact with Georgia DOT and contractor/supplier personnel in a professional manner.

· Possess the stamina to perform testing for extended periods of time.

· Ability to travel long distances with overnight stays.

· Must be able to drive a SUV or a van or a truck with attached trailer unit.

· Working knowledge of Destructive and Non-Destructive Pavement Testing.

· Experience generating reports and charts utilizing MS Office.

AGENCY PREFERRED QUALIFICATIONS:

· Two (2) years of experience operating a High-Speed Inertial Profiler, Falling Weight Deflectometer, or other non-destructive pavement testing equipment.

IMPORTANT INFORMATION FOR ALL GDOT JOBS

In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
