Planning Engineer, Public Policy & Interregional Planning

Job Description:


The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state. The NYISO’s Public Policy and Interregional Planning department invites applications for a full-time Planning Engineer.


The Planning Engineer conducts a wide-range of studies regarding system reliability, economic, and regulatory impacts on the transmission system. Analyses performed by Planning Engineers support transmission infrastructure development in New York State through the Public Policy Transmission Planning Process as well as the interregional planning coordination throughout the Northeast and the Eastern Interconnection.


The Public Policy and Interregional Planning Department provides transmission related engineering studies, models and database information to stakeholders including market participant committees, the New York State Department of Public Service (DPS), North American Electric Reliability Corporation (NERC), Northeast Power Coordination Council (NPCC) New York State Reliability Council (NYSRC), and Eastern Interconnection Planning Collaborative (EIPC).



Job Requirements:

  • Bachelor’s Degree in Electrical Engineering, Economics or related technical field required; Master’s degree (MS) desired.
  • Two years of related experience in areas such as power system planning, energy policy analysis, power plant operations, energy and/or energy economic modeling required. Proficiency in the use of advanced power flow and transient stability applications software (PTI PSS/E, PSS/MUST, GE PSLF, or PowerGem TARA) to perform system studies is desired.
  • Experience with LMP and production cost simulations using security constrained commitment and dispatch software such as GridView, MAPS/MWFLOW or PROMOD highly desirable.
  • Experience with resource adequacy analysis software such as MARS is preferred.
  • Experience with substation and transmission line development is preferred

Please note: This position will be filled at the level (i.e. Associate Engineer, Engineer, or Senior Engineer) appropriate with the candidate’s experience and qualifications.
