The Human Capital Senior Transactions Specialist will play a critical role in the onboarding and personnel actions processes. This position requires in-depth knowledge of HR systems and processes to ensure accurate processing of personnel actions, compliance with federal regulations, and effective support for new hires and management. The specialist will provide advisory services and oversee the completion of essential HR documentation.
Key Responsibilities- Onboarding & Documentation:
- Input and verify employment documents in the USA Staffing system for onboarding new hires.
- Create and update personnel reports based on program, auditing, or special project needs.
- Research complex pay and personnel policy questions and provide clear explanations of program requirements and decisions.
- Assist managers, supervisors, and administrative staff with automated data processing systems (e.g., E-Verify, GRB, USA Staffing, EmpowHR, NFC, IT Service Hub).
- Provide guidance to selectees during the onboarding process, ensuring all forms are issued and completed accurately.
- Personnel Actions & Advisory:
- Conduct thorough reviews of personnel forms for completeness and accuracy, following up on missing items or additional information.
- Ensure timely entry of actions into the National Finance Center (NFC) database.
- Provide advisory services on recruitment and staffing as they relate to processing personnel actions and hiring.
- Calculate benefits eligibility creditable service and follow up on suspense actions (e.g., probationary periods, unapplied actions, WIGI determinations).
- Verify Fair Labor Standards Act (FLSA) assessments and veteran's preference eligibility in employee records.
- Coordination & Support:
- Process documents related to SF-52s (Request for Personnel Actions) and SF-50s (Notification of Personnel Action), ensuring compliance with OPM guidelines.
- Coordinate entry-on-duty (EOD) dates for new hires and maintain follow-up with candidates.
- Prepare offer letters and create/distribute employment-related correspondence and orientation materials.
- Conduct new employee orientations, including one-on-one counseling and follow-up sessions.
- Documentation & Data Management:
- Ensure personnel documents for non-hire actions (e.g., promotions, pay adjustments) are scanned and updated in eOPF.
- Update the HC Dashboard Tracker with timely, accurate information.
- Code actions for input into NFC’s automated payroll/personnel systems, reviewing error listings to ensure timely submission.
- Collaboration:
- Review certificates and selection packages to confirm document accuracy before extending final job offers.
- Work with HC Talent Acquisition Specialists to recruit for commonly filled positions, providing input and guidance on hiring authorities.

Minimum Knowledge and Skills Required- Strong knowledge of coding and processing personnel actions, including accurate coding of Standard Form personnel actions (Nature of Action codes, tenure, probationary period, legal authority, etc.).
- Experience with USA Staffing, particularly the Selection Manager and Onboarding modules.
- Proficiency with NFC/EPIC web systems and GRB.
- Basic knowledge of recruitment, placement, position management, classification, compensation, and personnel support services.
- Familiarity with OPM’s eOPF system.
- Skilled in using Windows Operating Systems and the Microsoft Suite (Outlook, Word, Excel, PowerPoint).
- Strong working knowledge of Adobe Acrobat.
