Your Role and Responsibilities
In this exciting role you will provide subcontract administration support, including pre and post-award subcontract administration within an internal subcontracts team and maintain responsibility for soliciting and administering subcontracts, modifications, and task and delivery orders.
  • You will assist with the formulation of price strategy and price-to-win in conjunction with prime contract and project leads, review prime solicitation packages, and draft subcontract solicitation packages to support prime proposal.
  • Conduct price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives for prime contract proposals.
  • Make entries into IBM procurement systems, process task orders and modifications, and serve as the primary interface between IBM and subcontractors in the pre- and post-award phase.
  • Negotiate subcontract agreements, prepare small business subcontracting plans on proposal efforts, and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements.
  • Maintain subcontract files and ensure compliance with Contractor Purchasing System Review (CPSR) requirements and the IBM Federal Procurement manual.
  • Work as part of a team and use effective communication in daily interactions with internal and external clients.
This is a hybrid position that requires on-site work in either Rocket Center, WV or Bethesda, MD.

Required Technical and Professional Expertise
  • Experience in procurement and subcontract administration with contractors supporting federal contracts
  • Willingness to mentor and lead work teams
  • Experience with various types of contracts, including Firm Fixed Price (FFP), Firm Fixed Price Level of Effort (FFPLOE), Cost Plus Fixed Fee (CPFF); Term and Level of Effort (LOE), Time and Materials (T&M); and various Indefinite Delivery Indefinite Quantity (IDIQ) types
  • Experience with negotiating subcontract terms and conditions
  • Experience with negotiating non-disclosure and teaming agreements
  • Experience with government subcontract file documentation and CPSR requirements
  • Experience with the proposal process in support of federal acquisitions
  • Knowledge of Federal Acquisition Regulations (FAR)
  • Knowledge of GSA Schedules, GWACs, and IDIQ vehicles
  • Ability to demonstrate flexibility and willingness to perform as part of a team

Preferred Technical and Professional Expertise
  • Ability to demonstrate basic computer expertise in Microsoft Office and learn and work in procurement and financial systems
  • Located in the Bethesda, MD or Rocket Center, WV area is highly preferred.

The compensation range and benefits for this position are based on a full-time schedule for a full calendar year. The salary will vary depending on your job-related skills, experience and location. Pay increment and frequency of pay will be in accordance with employment classification and applicable laws. For part time roles, your compensation and benefits will be adjusted to reflect your hours. Benefits may be pro-rated for those who start working during the calendar year.
