Program Analyst (Inspection)

Duties

As a Program Analyst (Inspection), the incumbent performs a wide range of complex program analysis and administration functions that provide vital division infrastructure in the areas of inspection program management, foreign travel coordination, contract administration, and editorial services.

Specifically, serves as the Division of Reactor Oversight (DRO) contact on matters related to:

(1) coordinating input and retrieval of data into and from Agency information management (IM) tracking systems;

(2) coordinating and maintaining DRO's quality assurance and vendor inspection schedules;

(3) coordinating international travel with internal and external stakeholders associated with vendor inspections and international cooperative efforts;

(4) developing appropriate quality assurance and vendor inspection program guidance, i.e. Vendor Inspection Program Plan, in coordination with assigned technical staff;

(5) management of division contracts for interpreter services, bi-yearly Workshops on Vendor Oversight, and outside meeting space;

(6) management of all administrative functions associated with the bi-yearly Workshops on Vendor Oversight;

(7) development of responses to the Office of Management and Budget Collections and the Office of the Inspector General;

(8) maintenance of the NRC quality assurance and vendor inspection web pages;

(9) editing inspection reports issued by DRO to assure consistency with Agency and DRO guidance;

(10) preparing and maintaining allegations table;

(11) opening and closing vendor docket and inspection report numbers;

(12) quarterly revisions to the Vendor Inspection Program Plan;

(13) tracking and reporting metrics associated with Vendor Inspection Program Plan;

(14) preparing Annual Self-Assessment of Vendor Inspection Program Plan;

(15) budget formulation and execution; and

(16) maintenance of quality assurance vendor inspection branch SharePoint sites.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1.Demonstrated knowledge of the standards and practices related to the organization and execution of large conferences and public meetings. (EXAMPLE: Describe your level of knowledge and provide specific examples of the types of conferences and large meetings that you have planned and executed and their outcomes. Include your understanding of state-of-the-art capabilities used in the events that you planned. Include COR II experience and/or related certifications).

2. Knowledge and responsibilities in managing complex or large projects with multiple tasks, varied levels of staff and or management interaction, and high degree of responsibility with respect to the timely and accurate production of information or other results. (EXAMPLE: Describe the types of projects and tasks you have managed, organized or performed. Describe for each the level of involvement, responsibility, and the complexity and interaction which made them noteworthy. Describe project management to include implementation and execution against operating plan and budget).

3.Demonstrated experience in using systematic and/or analytical evaluative methods and techniques for use and application in short- and long-range program planning, evaluation, and executive decision-making. (EXAMPLE: Describe your specific work experience, training and developmental assignments which demonstrate your knowledge of program management skills, and to conduct analyses AND/OR your ability to analyze programmatic requirements for short- and long-range program planning, evaluation, and executive decision-making. What were your duties and responsibilities. Provide specific examples and accomplishments.)

4. Demonstrated ability to establish and maintain effective work relationships with management and staff, coworkers, and personnel of other government agencies. (EXAMPLE: Describe the various types and levels of individuals you routinely interact with and for what purposes. Describe instances that required you to use tact, diplomacy, and negotiation skills to achieve cooperation and develop consensus and your ability to use informal and formal networks to build support for programs. This includes ability to serve as a point of contact on research programs with other program offices. Ability to provide advice and recommendations on research areas and initiatives to enhance regulatory effectiveness and efficiency. What techniques do you use to develop effective working relationships? Provide examples of specific assignments which required you to work within a team environment. What was your role?)

5. Demonstrated skill in effective communication of issues and policies in a clear, concise, and logical manner, both orally and in writing. (Describe specific experience, education, training and accomplishments which demonstrate your skill to communicate information. (EXAMPLE: Describe the kinds of presentations you have made, to whom, and for what purpose. Describe the type of original writing you routinely perform).

In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as: experience performing a wide range of complex program analysis and administration functions that provide vital division infrastructure in the areas of inspection program management, foreign travel coordination, contract administration, and/or editorial services. Additional information

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
