San Mateo County Health is seeking experienced well-qualified individuals for the position of Program Coordinator II-Office of Diversity & Equity to, under general supervision, provide administrative and technical support over a specific departmental program, coordinate activities and events of the assigned program with other County departments, community-based organizations, and/or committees; provide highly responsible administrative staff assistance to assigned management staff; and perform related work as required.
There are currently three regular vacancies in the Behavioral Health & Recovery Services Division’s Office of Diversity & Equity (ODE) in the following areas: Community Programs, Diversity, Equity, Inclusion and Belonging (DEIB) and Health Equity Initiatives. Positions are located in San Mateo, CA, but will travel/drive to various locations to attend meetings, support work, etc. Occasionally, will need to be available to work flexible hours, including weekends and evening hours.
Applicants should have a passion for advancing diversity, equity, inclusion, and belonging in behavioral health outcomes of marginalized communities.
Community Programs Program Coordinator II
This position will support ODE’s Community Programs (Parent Project© and Storytelling Program) that support individuals prior to the onset of serious mental illness by developing resilience, capacity and protective factors against negative behavioral health outcomes.
Duties may include, but are not limited to, the following:
General
Identifies and elevates the needs of the community, clients and their families served by designated programs.-
Serve as a liaison between BHRS staff, community organizations, advisory boards, commissions, special committees and other groups.

Coordinate with evaluation consultants and supports data collection, tracking and reporting.
-
Ensure courses follow fidelity standards and BHRS ODE culturally informed recommendations.
-
Recruit and train new program facilitators and provide ongoing support and guidance.
-
Ensure program supplies and resources are ordered and available as needed.

Determine alignment needs across community programs related to access, engagement and communication to eliminate silos.
-
Provide program communication and presentations to leadership and stakeholders.

Support with BHRS ODE promotion and outreach efforts (e.g., tabling, marketing efforts, etc.), course trainings, and community events.

Renew and monitor contracts to support problem-solving and ensure deliverables and program needs are met, and required invoices, data and supporting documentation are collected.

Participate and represent ODE in community and internal meetings.

Support other ODE-related projects and tasks as assigned.
Parent Project
-
Provide coordination and support to Parent Project© contractors (e.g.: class schedules, contract deliverables, resources, problem solving, etc.)

Provide, update and/or create Parent Project© facilitator support materials

Develop and support best practices for implementation of Parent Project© program and related materials, ensuring linguistic and cultural responsiveness.

Communicate and supply data to contracted evaluator and develop annual Parent Project© report.

Oversee, monitor and update communications via social media or other forms of communication.
Storytelling Program
-
Lead, oversee and support the BHRS ODE Storytelling program, including identifying ways to share collected stories in meaningful spaces.

Develop tool kits and resources to support Storytelling participants in utilizing their stories for self-empowerment and community advocacy efforts.

Support partners and community members in implementing Storytelling Program(s).
Diversity, Equity, Inclusion and Belonging (DEIB) Program Coordinator II
This position will support ODE’s diversity, equity, inclusion, and belonging (DEIB) efforts, including the Multi-Cultural Organizational Development (MCOD) framework, Government Alliance on Race and Equity (GARE), and coordination across various related activities and efforts across San Mateo County (SMC).
Duties may include, but are not limited to, the following:

Solicit input from relevant agencies/research and community, clients, and families of clients served by BHRS to inform DEIB efforts.

Serve as liaison between BHRS staff, community organizations, advisory boards, commissions, special committees, and other groups.
-
Develop tracking systems for MCOD implementation and outcomes, to be utilized by MCOD implementation leads.
-
Support alignment of implementation plans for MCOD and other County Health and GARE efforts.
-
Support implementation of DEIB goals, such as training, resource/tool development, policies and procedures/practices, etc.
-
Develop a pilot process for soliciting community and staff feedback on MCOD activities, from historically excluded groups.

Create and provide presentations related to MCOD and larger equity efforts to inform staff and stakeholders of plan, progress, and needs.

Support strategic planning efforts related to broader coordination with County Health, CMO's equity plan, and GARE cohorts.

Support data collection, documentation, analysis, and completing reports related to broader State requirements including the Mental Health Service Act (MHSA) Annual Updates and the BHRS Cultural Competence Plan updates.

Support review and analysis of providers’ Cultural Competency Plans.

Analyze relevant data (from staff surveys, community input, and tracking systems) and utilize the results to inform or develop initiatives that address priority equity goals, including using learning to update/modify plans.

Develop status and/or outcome reports as requested for broader County alignment and communication.

Write clear, concise, and effective reports, presentations, training guides, correspondence, and other forms of communication (e.g., articles, short videos, etc.).

Participate and represent ODE in community and internal meetings.

Support other ODE-related projects and tasks as assigned.
Health Equity Initiatives (HEI) Program Coordinator II
This position will support ODE’s implementation of BHRS's Health Equity Initiatives (HEI), created to focus on health disparities in access and quality of care for underserved, unserved, and inappropriately served cultural and ethnic communities.
Duties may include, but are not limited to, the following:

Plan, organize, direct, and coordinate an ongoing program, the Health Equity Initiatives (HEI), to support our marginalized communities throughout San Mateo County.

Oversee and coordinate the delivery of HEI services, such as events, trainings, and other activities.
-
Attend and support HEI monthly meetings, workgroups, membership recruitment and retention, and other coalition-building activities.
-
Review, support and make decisions related to HEI project proposals and budget
-
Work collaboratively with all HEI's and consultants to develop strategic priorities and work plans.
-
Facilitate HEI engagement and support county wide and cross-County departmental community and diversity, equity and inclusion efforts.

Maintain program data, relevant statistics, records, and historical information.

Develop, coordinate, and implement events related to the goals of BHRS ODE HEI’s.

Assist with HEI communication of information, such as meeting agendas, meeting support, training needs, etc.

Support the outreach and promotion of HEI activities, trainings, and events through presentations, write-ups, e-mail blasts, and web postings.

Support partnership development with San Mateo County Departments, Community Colleges, Community Based Organizations, and others.

Coordinate with evaluation consultants and support data collection, tracking, and reporting of activities.

Ideal Candidates have:

Experience coordinating public health programs.

Experience working in the following areas: for Community Programs, implementing curriculum-based psychoeducational programs, specifically supporting the facilitators of the curriculum; for Diversity Equity, Inclusion and Belonging, cultivating inclusion and belonging in the workplace (i.e., in meetings, collaboratives, groups you facilitate, etc.); for Health Equity Initiatives, building and maintaining collaboration and commitment among diverse stakeholder committees/groups.

At least one year of experience in the field of mental health and/or substance use preferred.

Demonstrated ability to work effectively with marginalized San Mateo County communities.

Demonstrated ability developing and fostering community collaboration efforts with diverse community leaders, agencies, staff and County departments.

Experience preparing and presenting program information and data to community stakeholders in an engaging manner.

Program Coordinator II: Bachelor's degree in public or business administration, management or a related field and four years of professional level analytical and administrative experience in a community-related setting.
