The Asia Resilient Cities (ARC) Project is a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID) and implemented by JSI Research & Training Institute, Inc. (JSI), with partners DevTech Systems, Inc., BRAC, and ICF. Over the course of five years, ARC will address cross-cutting urban development challenges in select cities in Asia by promoting sustainable urban growth; supporting resilient, low-carbon urban infrastructure; and integrating climate change and environmentally-conscious approaches.
The ARC Qualitative MERL Advisor will provide technical support on all aspects of the project’s qualitative monitoring, evaluation, research and learning (MERL) agenda. This position reports to the ARC MERL Director. This position is full time and is a remote position.
The ARC Qualitative MERL Advisor is responsible for supporting all aspects of the project’s qualitative monitoring, evaluation, research and learning (MERL) agenda. The MERL Advisor will have specific responsibilities in supporting the co-creation of the ARC work plan as well in each city, by supporting the systems map narratives and loop construction, as well as helping to define data collection tools in collaboration with the ARC Regional Facilitator.
Specific responsibilities include:
- Advising on and/or leading design and execution of appropriate qualitative methodologies for systems mapping, journey maps, social network analysis, and other sociological or ethnographic studies.
- Working with MERL team and city staff to define study protocols for qualitative and mixed methods studies in support of the ARC workplan and MERL learning questions.
- Leading IRB protocol submission and managing approval and reporting process for those submissions.
- Helping to select and oversee consultants carrying out data collection to ensure IRB protocols are being followed and data protections are in place.

Working with MERL team members to define and improve participatory action research approaches in service of the workplan and MERL plan.
- Masters degree in Sociology, Anthropology, Social Work or related field.

Minimum 7 years of experience working on qualitative research, preferably including experience in a principal investigator role.
- Experience working on systems maps, social network analysis, participatory action research, and/or journey maps is strongly preferred.
- An understanding of systems thinking is preferred but not required.

Proven ability to work well cross-culturally and with a wide range of stakeholders.
- Have a record of peer reviewed publications and have experience with IRB protocol submission.
- Strong initiative and self-motivation required, with a commitment to teamwork and effectiveness within a nonhierarchical, participatory management environment.

Ability and willingness to travel internationally.
