Job Description Summary

The Radiation Protection Monitor (RPM) will provide radiation protection support for the radiation safety function at Global Nuclear Fuel – Americas (GNF-A), a commercial nuclear fuel manufacturing facility in Wilmington, NC. In this position, you will inspect and monitor nuclear fuel manufacturing operations involving radioactive and fissile materials. RPMs play a key role in assuring compliance with applicable licenses and regulations, including proper maintenance of radiation protection dose rate and contamination surveys, and radiation protection audit records. RPMs take appropriate actions and make recommendations to ensure the health and safety of employees, the public, and the environment.

The schedule has not yet been determined for this position. It could be on either 1st shift or a rotational 4th shift dependent on business need. To be considered for this position, candidates must be willing to work either as needed. This position starts at $35.91/hour and after 6 months of satisfactory performance, will increase to $36.47/hour. This position is eligible for an additional hourly premium of $2/hour for performing work inside our Airborne Controlled Access area. While working off-shift hours, you will also be eligible for a $1/hour premium.

Job Description

Essential Responsibilities:

Essential responsibilities of the Radiation Protection Monitor include, but are not limited to:

  • Know and understand the criteria on which the criticality safeguards of the Wilmington Plant are based, as detailed in top level document systems (CP’s, WI’s NSR/Rs), the operating license (SNM-1097), and State of NC License(s).
  • Perform visual inspections both on impromptu and established schedules of all areas involving the processing, handling or storage of uranium or activation/fission product related radioactive material source terms for conformance to established nuclear safety criteria.
  • Monitor the air concentration of radioactive materials to which personnel are exposed via continuous monitoring systems, high volume and special air samples; evaluate abnormal conditions, make recommendations and work with operators and supervision in quickly correcting such conditions; review and document all routine and special air sampling and monitoring data to determine personnel exposures to radioactive materials, and to demonstrate compliance with regulatory requirements. Perform the following activities as directed:
  • Monitor the air concentration of radioactive materials to which personnel are exposed via continuous monitoring systems, high volume and special air samples; evaluate abnormal conditions, make recommendations and work with operators and supervision in quickly correcting such conditions; review and document all routine and special air sampling and monitoring data to determine personnel exposures to radioactive materials, and to demonstrate compliance with regulatory requirements. Perform the following activities as directed:
    • Monitor and inspect the discharge of liquid, solid and gaseous radioactive waste discharges in accordance with environmental protection criteria and procedures.
    • Participate in personnel dosimetry program management activities, including computerized database handling and documentation of dosimetry systems.
    • Survey potentially contaminated personnel, equipment, and materials from controlled areas.
    • Survey decontaminated personnel and articles. Represent the Company at local hospitals if contamination accompanies injury. Protect public and private property and members of the public against radiation and radioactive contamination at such time.
    • Inspect radioactive materials to ensure they are not stored or handled in any manner that could be hazardous to health or safety, or create unnecessary waste, loss, or diversion.
    • Report potential noncompliance conditions.
    • Survey facilities to detect the spread of uncontained radioactive materials to non-controlled areas.
    • Inspect for the proper use, care, and wearing of protective clothing and equipment; advise and recommend adequate protective clothing and equipment when respiratory protection is required.
    • Originate, establish, and document Radiation Work Permit nuclear safety requirements for work in required areas, and any other operation involving potential exposure to radioactive materials, sources and radiation-producing equipment.
  • Inspect, document and report survey and measurement results.
  • Coordinate with, and assist engineers and managers in analyzing problems, incidents or data trends and in drafting or upgrading procedures and instructions.
  • Maintain surveillance of the Criticality Accident Alarm System and notify appropriate persons in the event of component failure or unusual incidents.
  • Perform North Carolina State-required surveys and audits of all X-ray facilities and operations, and the physical condition and usage of radioactive sources.
  • Source check radiation detection instruments on established schedules.
  • Perform radiation surveys of radioactive material shipments and document DOT required shipping surveys.
  • Participate in emergency situations as first-line re-entry personnel. In a criticality evacuation, RPMs will re-enter the facility at the direction of the Emergency Response Organization using emergency instruments, to determine what levels of radiation exist and whether, or under what conditions, personnel may enter the facility.
  • Assist Radiation Protection management with training and qualification programs of others.
  • Perform other relevant duties as assigned.

Eligibility Requirements:

  • Ability to successfully pass business qualification program for this position. This includes written and oral technical examinations, and qualification in the Emergency Organization’s Field Monitoring team within 3 months of hire.
  • Ability to often climb stairs and ladders. Moderate physical demands are required for some job functions which may include bending and squatting, and occasional lifting (20 - 35 lbs.)
  • For controlled area assignments, ability to wear protective clothing and follow strict radiation protection, criticality, and industrial safety regulations. Must be medically and mentally capable of wearing appropriate respiratory equipment including half and/or full-face masks for entire shift.
  • Mental capability to successfully recognize, interpret, and check written regulatory requirements and work with complex teams.
  • Ability to see and interpret radiation protection instruments.
  • Ability to use computers proficiently.
  • Ability to demonstrate above average written skills to meet required documentation of radiation survey results, incident investigation reports, etc.
  • Ability to effectively communicate with Shop operating personnel, Shop supervisors, and upper layers of management and outside auditors (i.e., regulatory agencies).
  • Ability to achieve a passing score on all Nuclear Safety Training per CP 20-103 and CP 20-105 as defined by for the position. Must be able to achieve all the requirements within that position.

Minimum Qualifications:

  • Minimum of high school diploma or equivalent.
  • Must meet at least one of the following criteria:
    • Qualified to NAVSEA 389-0153 Article 108 or NAVSEA 389-0288 Article 108 (or equivalent Navy Engineering Laboratory Technician training); or
    • NRRPT or American Academy of Health Physics certification; or
    • Completed at least 30 semester hours at an accredited post-secondary institution in science related fields as approved by Radiation Protection Management; or
    • ANSI 3.1 qualified in Radiation Protection (or equivalent); or
    • Department of Energy – Core RCT certification; or
    • Prior qualification as a Radiation Protection Monitor by GEH or GNF-A.
  • One (1) year of experience performing radiation and contamination surveys, operating swipe and air sampling counting equipment, and performing radiation monitoring.

Desired Qualifications:

  • Active NRRPT Certified candidates and/or a Bachelor of Science in Health Physics (or higher in a closely related field) are preferred
