Research Finance Administrator, II (Homeland Security Research Division)

RAND is looking for a Research Finance Administrator II to manage daily financial activities for the Homeland Security Research Division. This may include research proposal pricing, project and overhead budgeting, tracking and monitoring division financial and other operational data, participation in business planning, providing support and guidance for the internal clients of the research division, data curation and analytics, and managing the preparation of administrative deliverables to external clients. This position will serve as a point of contact for addressing issues and interacting with support departments, including Financial Reporting and Accounting Services, Contracts & Grants Services, and Accounting.
Responsibilities include but are not limited to:
  • Be responsible for a variety of pre- and post-award activities, both financial and operational.
  • Assist in the preparation of recurring internal and/or deliverable financial reports at both the project and division levels.
  • Serve as point of contact for proposal process management as well as first point of contact for financially focused project inquiries by principal investigators, division management, and RAND support departments, including Financial Reporting and Accounting Services, Contracts & Grants Services, Accounting, and Billing.
  • Responsible for pricing proposals and managing the financial aspects of awarded projects through their entire period of performance, including cost/schedule variance analysis and resulting recommendations.
  • Responsible for setting and creating agendas and then leading proposal, project kick-off, midterm, and close-out meetings, as well as troubleshooting issues that arise during the meetings (under the general supervision of more senior division staff).
  • Direct research staff to guidance on policies and procedures and make recommendations for improvements to processes and procedures.
  • Manage division overhead costs and collect data for various reporting purposes and simple financial analyses.
  • Additionally, may perform other duties as needed, such as support for compliance administration or other corporate data requirement processes.
Qualifications
  • Microsoft Office, Advanced Excel, and some exposure to database and enterprise application use (e.g., Workday, Business Objects)
  • Experience working with structured data from multiple resources to produce financial and other administrative reports on deadline
  • Excellent written and verbal skills dealing with a variety of staff levels
  • Experience working with contracts and/or grants is desired
  • Familiarity with federal contracting and Federal Access Regulations (FAR) is a plus
  • Ability to maintain sensitive and confidential information appropriately
Education Requirements
  • BS/BA required
  • Degree requirements will be waived if candidate has an active Certified Research Administrator (CRA) certification
Experience
  • Minimum of three years of experience required
Security Clearance
U.S. Citizenship is required to obtain DHS Fitness, which entails a U.S. Government background investigation.

Salary Range
$71,000 - $105,400
RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken). In addition, RAND provides strong benefits including health insurance coverage, life and disability insurance, savings plan, paid time-off and more.
