This position is co-located with RII’s Cyber Line of Business (LOB) in either its Melbourne, FL,  San Antonio, TX or St Petersburg, FL locations.  Strong preference is for the Melbourne, FL location, then for the San Antonio, TX location and third, for the St Petersburg, FL location.  This position will include a significant focus on Department of Defense (DoD) Special Access Programs and Intelligence Community (IC) customers and contracts.  Because of the nature of the work required, this position is fully at an RII site and there is no remote work associated with this position. 


The Senior Contracts Manager - Cyber will partner with finance/program controls, business development, proposal teams, and program management, frequently leading and mentoring, to successfully administer and ensure regulatory compliance as well as contractual compliance with various government customers, prime contractors and subcontractor teammates. Specifically, the Senior Contracts Manager plays a lead role in the development, negotiation and execution compliance of existing company contracts across a wide customer set, while supporting our ever-growing future business initiatives.   The successful candidate will provide overarching routine contract management and proposal support but also strategic expertise in Contract Management, Customer Engagement, Subcontractor Management, Intellectual Property management, Business Model structures, and numerous other contract execution and compliance matters.  


The position requires an active US Top Secret security clearance with SCI eligibility (Top Secret/SCI preferred).


WHAT YOU WILL BE DOING
  • Work assignments will include the following, at a minimum: 
  • Actively establish and maintain solid professional working relationships with customer, subcontractor, and prime contractor counterparts. 
  • Administer multiple government contracts and subcontracts, cradle-to-grave.
  • Administer strategic partnership documentation, such as Teaming Agreements, MOUs, MOAs, and CRADAs
  • Monitor contract performance for compliance with contractual terms and for potential change control events.
  • Provide sound business/regulatory/compliance advice and guidance to LOB and RII leadership regarding contract performance, risk avoidance/mitigation and problem resolution.
  • Identify potential conflicts of interest and apply acceptable solutions to mitigate impacts. 
  • Prepare and issue correspondence to government, prime contractors and subcontractors relating to the execution and administration of contracts. 
  • Lead and finalize the negotiation of a variety of contractual documents such as task orders, contracts, subcontracts, modifications, NDAs, MOUs, LOIs and teaming agreements.
  • Review RFPs/RFQs to support the proposal manager in determining requirements, strategy and assessing full compliance in our proposals; participate in proposal activities as required, to include the final signature and submission of proposals.
  • Establish and maintain official corporate contract files (electronically managed).
  • Draft new contractual documents “from scratch”.
  • Stay up to date on government, legal and procedural requirements and trends regarding procurement policies and keep the company informed of any material changes in requirements/trends.
  • Problem-solve contract-related issues.
  • Write new contract and supply chain related policies and/or template documentation, as needed, as RII continues to establish its current operations infrastructure. 
  • Periodically travel to other RII offices and/or customer sites, as required. 


WHAT YOU HAVE DONE
  • Current active US TOP SECRET security clearance; must be SCI eligible
  • Bachelor’s degree in Business, Public Administration or the equivalent disciplines
  • 15+ years of experience in United States Government Contracts and Subcontracts administration or management
  • 5+ years of contract and/or subcontract management experience in direct support of the Intelligence Community
  • Proven record of a solid working knowledge of the FAR, DFARs and other agency supplements, RFP analysis and proposal preparation, various contract types (e.g. IDIQ, CPFF, CR, FFP, T&M, etc.), various agreement types (NDAs, Teaming Agreements, Subcontracts, etc.) 
  • Demonstrated ability to use independent judgment and creativity to solve contract issues.
  • Demonstrated exceptional verbal and written communication and presentation skills.
  • Demonstrated strong work ethic and ability to maintain strict confidentiality. 
  • Demonstrated experience in the development and maintenance of critical customer relationships.
  • Ability to prioritize, multi-task and work under tight deadlines.
  • Proficiency in Microsoft Office and Google suites.

  • TechnoMile CLM and/or Unanet ERP experience.
  • National Contract Management Association (NCMA) CPCM and/or CFCM certification.
  • Experience working for a small business.
