Position Summary/Purpose of Position:
Reporting to the Coordinator of Residency Reclassification Services in the Office of the University Registrar, the Residency Reclassification Specialist assumes responsibilities related to the residency reclassification for tuition purposes in the Office of the University Registrar. This position will be responsible for managing requests for further review of residency from enrolled students, subsequent to the determinations of their initial residency classification during the admission notification process. In addition, the incumbent will review petitions for residency reclassification and render decisions in accordance with the University System of Maryland (USM) Board of Regents (BOR) policy on Student Classification for Admission and Tuition Purposes to petitions for reclassification. These decisions are highly impactful to students and to the university, and therefore require the incumbent to utilize a high level of critical thinking and decision-making skills in thoroughly understanding, interpreting, and diligently and accurately executing the determinations of the University System of Maryland (USM) Board of Regents (BOR) policy on Student Classification for Admission and Tuition Purposes.

This position will be responsible for providing excellent constituent service for all activities (including responses to inquiries and concerns) related to student residency reclassification for tuition purposes. This includes telephone calls, electronic correspondences, and in-person interactions with students, academic and administrative departments, and other constituents. The position will utilize, review, and recommend enhancements to existing online services and understand their relationship to the student information system. The position will also undertake special projects, prepare residency reclassification appeals, prepare documents for imaging, and assist with peak workload needs. The incumbent additionally assists with new initiatives, and provides updates to website content and communications related to residency reclassification services provided to students.

Minimum Qualifications:
Education:
Bachelor’s degree from an accredited institution, or equivalent combination of education, training or experience may be substituted for education on a year-for-year basis.

Experience:
  • Two to four years experience in related customer service, preferably in a higher education institution.
  • Experience working on a records management system and interpreting, explaining, and operationalizing policies.


Knowledge, Skills, and Abilities:
  • General knowledge of higher education required.
  • Excellent communication (in-person, telephone, and writing), interpersonal, organizational, and negotiation skills are required to interact with various campus stakeholders.
  • Ability to prioritize and manage multiple activities and deadlines simultaneously, with exceptional attention to detail, accuracy, and follow-up.
  • Ability to gather and summarize information from multiple sources, and to compose a wide variety of written correspondence.
  • Demonstrated sensitivity and discretion in handling matters affecting students, parents/guardians, faculty, advisors, administrators, and university and external constituents.
  • Ability to understand the needs and concerns of students making college choice decisions.
  • Ability to maintain confidentiality of information obtained, and be able to perform the duties of the position in compliance with all requirements, regulations and laws, particularly the federal Family Educational Rights and Privacy Act (FERPA).
  • Ability to analyze situations and facts from a variety of sources to exercise creativity, critical thinking skills, and independent judgment in resolving conflicts or suggesting solutions to problems.
  • Ability to assist in the evaluation and analysis of programs and procedures and recommend improvements and enhancements.
  • Ability to interpret, apply, and communicate USM BOR policy on Student Classification for Admission and Tuition Purposes, and university policies and procedures.
  • Ability to plan, organize, prioritize, and execute complicated assignments on a continual basis with minimal assistance, supervision, and instruction.
  • Demonstrated self-motivation and personal skills necessary to interact with university constituents and co-workers in a professional and courteous manner.
  • Ability to work independently and on a team.

  • Experience working in an Office of the Registrar or other student records operation, an Admissions Office, or in another Enrollment Management area.
  • Experience in making residency reclassification for tuition purposes determinations at a higher education institution.

Salary Range: $52,000 – $65,000

Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to lift and carry small parcels, packages and other items, to walk short distances, and drive a vehicle to deliver and pick up materials.
