Consultancy Application: Production of an Online Self-paced Training Tutorial Course on Human Rights Law in Response to Freedom of Religion or Belief


Purpose of the Consultancy


The purpose of this consultancy is to produce an online self-paced training video focused on Human Rights Law, specifically addressing Freedom of Religion or Belief (FoRB). The video will aim to provide accessible and engaging learning content to

enhance participants' understanding of legal principles, international and national standards, and best practices related to protecting and promoting FoRB in Nigeria.

The consultant will be responsible for creating a high-quality, interactive training video that effectively conveys key concepts, challenges, and practical approaches to upholding religious freedom within diverse contexts. The video will be designed to reach a broad audience, including policymakers/government officials, civil society organizations, law students, and legal professionals empowering them to advocate for and protect FoRB.


About the Project

Search for Common Ground is implementing a project titled “Strengthening Freedom of Religion or Belief (FoRB) in Nigeria through Legal Support” in 6 states of three geo-political locations, the North East, North West, and North Central. Nigeria’s Constitution guarantees Freedom of Religion or Belief (FoRB), the full realization of this right is significantly hindered by various challenges and restrictions.  Nigeria’s legal framework for protecting FoRB has several shortcomings. The coexistence of secular and Sharia legal systems creates inconsistencies and ambiguities, while weak enforcement mechanisms, outdated laws, and limited access to justice hinder effective protection.  Insufficient training for government and security agencies on human rights laws exacerbates the issue, as this can lead to discriminatory practices, misuse of power, and even complicity in FoRB violations. Moreover, legal practitioners and advocates’ lack of knowledge of FoRB rights and laws, coupled with a lack of robust case management protocols for FoRB incidents, hinders effective legal practice and advocacy.   Ultimately, the project will help to build a more peaceful and harmonious Nigeria where individuals can live and thrive without fear of discrimination based on their religious beliefs. The Project’s goal is to Reinforce the Legal, Social, and Policy Environments for improved FoRB in Nigeria.


The goal is supported by two specific objectives and four expected results which will guide the project’s activities:


Objective 1: The legal community supports individuals at risk of FoRB violations and violence along religious lines

ER1.1: Legal practitioners and advocates use their enhanced knowledge and tools to address FoRB violations  

ER1.2: Survivors of FoRB violations access improved support services.


Objective 2: Attitudes, behaviors, and policies support greater religious tolerance and freedom in Nigeria.

ER2.1: Key stakeholders promote inter-religious tolerance and FoRB within and across communities.

ER2.2: Legal practitioners, government officials, and religious leaders collaborate to address legal restrictions on FoRB.


Methodology
  • The consultant will produce a high-quality self-paced online tutorial video on Human Rights Law in response to Freedom of Religion or Belief (FoRB), following these methods, the video will not only be informative but also engaging, accessible, and impactful, effectively enhancing understanding and advocacy for Freedom of Religion or Belief:
  • Use the already developed script to produce the content into clear, concise modules or segments that build on each other, ensuring logical flow and easy comprehension.
  • Include real-life case studies, examples, and practical scenarios from the script to illustrate key concepts and foster engagement.
  • Integrate multimedia elements like animations, infographics, and visual aids to simplify complex legal concepts and maintain learner interest.
  • Include interactive components such as quizzes, reflection prompts, and scenario-based exercises to reinforce learning and promote critical thinking.
  • Utilize storytelling techniques to convey the human impact of FoRB violations and the importance of legal protections.
  • Design the video in a modular format, allowing learners to progress at their own pace and revisit specific sections as needed.
  • Incorporate downloadable resources, such as reading materials and the certificate of completion.
  • Develop a system for tracking learner engagement and completion rates, such as embedded analytics or feedback forms.
  • Create a robust dissemination plan to reach the target audience through online platforms, social media, professional networks, and partner organizations.


Deliverables
  • A visual plan outlining the video flow, multimedia elements, graphics, and interactive components to enhance engagement and understanding.
  • Professionally produced video content, including high-definition visuals, clear audio, and dynamic editing to ensure accessibility and engagement.
  • Ensure the video is accessible to diverse audiences
  • A complete, ready-to-deploy video package, including all multimedia elements, supplementary resources, and interactive components, optimized for online platforms.
  • A strategic plan for distributing the video to the target audience through various online channels, social media, and partner networks.
  • Provision of post-launch support, including troubleshooting, learner support, and updates based on feedback and changing contexts.

The Consultant will work under the direct supervision of Search’s National Capacity Building and Training Specialist with support from the Program Manager and the Communication Coordinator.


Required Profile & Experience
  • Demonstrated experience in designing and developing online training courses or educational videos, particularly in the fields of law, human rights, or social justice.
  • Proficiency in using e-learning tools, multimedia production software, and instructional design methodologies to create engaging and effective self-paced learning experiences.
  • Proven track record of managing end-to-end production of digital educational content, including planning, video production, quality assurance, and timely delivery.
  • Ability to coordinate with multiple stakeholders, including subject matter experts, graphic designers, videographers, and technical support teams.
  • Experience in producing high-quality video content, including, storyboarding, editing, and integrating multimedia elements such as animations, graphics, and interactive components.
  • Familiarity with video editing/production tools and platforms and a strong portfolio of previous work.
  • Experience working with international organizations, NGOs, or government agencies involved in human rights.
  • Ability to collaborate effectively in multi- disciplinary and cross-cultural environments.
  • At least Five (5) of experience in video production


Other Relevant Requirements
  • Strong analytical skills;
  • Ability to be flexible with time and work schedule.


Budget and Terms of Engagement
  • All production costs incurred will be covered by the consultancy fee.
  • 5% withholding tax will be deducted at source from the total cost of the consultancy fee for a firm.
  • 40% of the consultancy fee will be paid when initial the contract is signed, 30%
  • will be paid upon submission of initial findings and the remaining balance of 30%
  • will be paid on completion and submission of satisfactory deliverables.


The consultant is required to respect the following Ethical Principles:
  • Comprehensive and systematic inquiry: The consultant should make the most of the existing information and the full range of stakeholders available at the time of the review. Consultant should conduct systematic, data-based inquiries. He or she should communicate his or her methods and approaches accurately and in sufficient detail to allow others to understand, interpret, and critique his or her work. He or she should make clear the limitations of the review and its results.
  • Competence: The consultant should possess the abilities, skills, and experience appropriate to undertake the tasks proposed and should practice within the limits of his or her professional training and competence.
  • Honesty and integrity: The consultant should be transparent with the contractor/constituent about any conflict of interest, any change made in the negotiated project plan and the reasons why those changes were made, and any risk that certain procedures or activities produce misleading review information.
  • Respect for people: Consultant respect the security, dignity, and self-worth of respondents, program participants. The consultant has the responsibility to be sensitive to and respect differences amongst participants in culture, religion, gender, disability, age, and ethnicity.

● Quality of the financial offer: realism of the proposed costs, adequacy between the budget and the technical offer;

● Excellent experience with both the content/subject-matter area of what she or he will be teaching and with the organization

● Consultant's availability and ability to produce video on time;


Logistical Support: The consultant will be responsible for his/her logistic arrangement

Timeframe: The consultancy will take place within November 1 to December 15, 2024
