The current salary for this position is $ 6029.25 monthly.
Under the direct supervision of the Finance Coordinator and overall supervision of the National Resources Management Officer; in close coordination with the Head of USRAP Travel Loan Program, Finance unit and Travel Loan Program staff; and in collaboration with relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible for:
Core Functions / Responsibilities:
1. Provide overall support to the Finance Coordinator in the financial management matters related to the activities of the USRAP Travel Loan Program (TLP) and coordinate the preparation of financial, donor reports and budgets including the oversight of financial expenditure and accountability and the undertaking of financial analysis of the TLP project.
2. Provide technical advice and procedural guidance to the Head of USRAP TLP, USRAP Global Program Coordinator, and TLP staff on financial and administrative matters relating to the TLP project.
3. Facilitate accurate data exchanges between the Loan Management Systems (LMSs) of Resettlement Agencies working with the TLP and IOM’s Loan Tracking System (LTS) keeping the latter as accurate and updated as possible. Perform regular reconciliation of TLP against bank statements and coordinate review of the Head of the TLP.
4. Support the management of financial resources through monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations and the TLP SOPs.
5. Provide specialized support preparing annual budget submission and revisions for the USRAP TLP project including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses. Perform budget control and analysis and provide financial updates to Finance Coordinator and Head of TLP on any relevant financial and budgetary issues.
6. Process treasury transactions in IOM’s accounting system for all collections from Resettlement Agencies related to the USRAP TLP. Ensure that all transactions are based on authorized documents, which are reconciled in accounting records, LTS and bank statements. Ensure treasury documents are maintained and filed in an organized and systematic manner.
7. Review and process invoices and review requests for payments for the TLP project. Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation.
8. Assist the Finance Coordinator and National Resources Management Officer in ensuring that funding is received in accordance with MOUs and donor agreements, as well as in ensuring overall effectiveness of IOM banking system.
9. Provide regular and ad hoc financial information to support informed financial decision making of the TLP and other USRAP projects.
10. Verify vendor claims for accuracy and conformance with IOM finance policies and instructions.
11. Provide assistance responding to audit queries and follow up on audit recommendations.
12. Liaise with relevant units at HQs, Administrative Centers and the Regional Office, as well as relevant external counterparts with regard to the accounting and financial activities of the USRAP TLP project and sponsor-prepaid projects; report regularly on the financial situation and provide other financial information as necessary.
13. Assist in monitoring compliance with the IOM Financial Management Rules and Procedures (FMRP), International Public Sector Accounting Standards (IPSAS), and best business practices.
14. Demonstrate a solid understanding of the USRAP, as well as the ability to remain professional, impartial and unbiased during all interactions. Prepare and regularly update manuals relating to accounting and financial management of USRAP-funded projects; and
15. Perform other related duties as required.
Required Qualifications and Experience
Education
Advanced computer science knowledge/certification is a distinctive advantage.
Experience
· Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.;
· Experience in SAP is a distinct advantage.;
Experience in training and coordinating teams.
Skills
· Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
· Attention to detail, ability to organize paperwork in a methodical way;
· Discreet, details and clients-oriented, patient and willingness to learn new things;
· Ability to work with national and international institutions;
· Ability to prepare clear and concise report; and
Sound knowledge IOM's administrative, budgetary, financial, and business rules and practices.
Languages
Fluency in English (oral and written) is required.
