The Opportunity:
The Center on Education Data and Policy (EDP) undertakes policy-relevant research on issues from prekindergarten through post-secondary education and create tools such as Urban’s Education Data Portal. We believe that education policy informed by hard data and rigorous research is crucial to realizing the education system’s potential to increase socioeconomic mobility and address growing inequality.
The Center on Education Data and Policy seeks an experienced and dynamic leader to partner with researchers on a diverse set of projects in PK-12 and higher education. The Senior Policy Program Manager role has two key components: 1) managing a new initiative on the drivers of economic mobility in K-12 education and 2) contributing to broader center strategy and fundraising.
The Senior Policy Program Manager will help lead an emerging initiative that will seed a new generation of research and development aimed at identifying a priority set of K-12 outcomes—across a broad array of categories such as academic achievement, non-cognitive skills, health and well-being, and social capital—that drive economic mobility among students most likely to be stuck in intergenerational poverty. This initiative will identify key needs in the field and hopes to make at least $10 million in research investments over the next three years.
The Senior Policy Program Manager will play a lead role in the planning and execution of this initiative, including working with the PI and co-PI to develop and refine initiative strategy, managing the initiative’s core team, collaborating with key internal and external partners (including the initiative’s Advisory Board), coordinating requests for proposals and reviews of grant applications, and managing relationships with current and new funders.
The Senior Policy Program manager will also contribute to broader strategy and fundraising for the Center on Education Data and Policy by supporting the successful execution of existing workstreams and the development of new programs of work. This will include designing, developing, fundraising for, and participating in other Urban projects that advance evidence-based policy and practice relating to education policy in the United States.
What you’ll do:
Mobility Drivers initiative (50%):
  • Provide strategic, intellectual, and entrepreneurial leadership for an initiative that will invest in research around the identification of mobility drivers in K-12 education
  • Coordinate the development of requests for proposals, recruitment and marketing efforts, reviews of grant applications, and communications with potential grantees
  • Manage the relationship with the initiative’s fiscal sponsor
  • Manage the activities of a 15-member Advisory Board of researchers and policymakers that will support the initiative
  • Oversee the cross-cutting supports Urban will provide to the initiative around community engagement and the translation, synthesis, and dissemination of funded research
  • Assume primary responsibility for managing project team performance including monitoring initiative progress, budget, and schedule; planning and facilitating team meetings; ensuring timely and accurate funder reporting; and designing and implementing internal learning and evaluation strategies
  • Maintain responsive and productive relationships with project funders and engage with potential funders
  • Engage other Urban researchers and initiatives to leverage expertise and ongoing work across Urban that can inform the initiative’s work
  • Establish and maintain strong collaborative relationships with a diverse set of key external contacts and networks to ensure Urban’s work on mobility drivers in K-12 education is responsive to the field
Broader center strategy and fundraising (50%):
  • Contribute management, strategy development, and subject matter expertise to various workstreams in the Center on Education Data and Policy that support knowledge building and advance evidence-based policy and practice relating to education.
  • Design and facilitate convenings for practitioners, policymakers, and other stakeholders and advance outreach and relationship building activities to support programs of work.
  • Contribute to the growth of existing workstreams and conceptualization of new programs of work in partnership with researchers, including by drafting grant proposals and working collaboratively to develop and advance requests to private and public funders.
  • Mentor and manage policy and research staff, supporting growth and development of team members and advancement of early-career staff along Urban’s career pathways.
Who you are:
The successful candidate will
  • Possess a master’s degree in public policy, education policy, non-profit management, or a related field; or the academic knowledge of and experience in a discipline that is generally associated with the attainment of a master’s degree
  • Possess senior management experience with 10–15 years of employment in a policy-focused role, designing and managing programs, mobilizing resources, and fostering cross-sector collaboration
  • Have previous experience working to boost education outcomes and equity at the local, state, or federal level and possess strong knowledge of the public and private programs and policies to advance educational outcomes; experience with the economic mobility landscape and literature is a plus
  • Have a deep understanding of the leading organizations, networks, and primary stakeholders in the field of education policy and the ability to engage with and foster conversations and collaborations among them; experience with the same for economic mobility is a plus
  • Demonstrate strong interest and capacity in research translation and synthesis and the ability to meaningfully engage with technical research and create connections between it and other relevant research, social and economic trends, and policymaking
  • Display strong interpersonal skills and have the ability to work effectively in teams and to navigate between researchers, policymakers, practitioners, and funders
  • Demonstrate exceptional financial and project management skills, including the capacity to effectively lead collaborative and cross-department teams of staff and consultants to ensure timely completion of work and deliverables and effective reporting to funders
  • Have experience cultivating and stewarding philanthropic partnerships and developing products for a funder audience.
  • Be an adept communicator, as demonstrated by experience with public presentations and written publications geared for non-technical audiences
  • Demonstrate commitment to and experience with principles of diversity, equity, and inclusion both in policy development and at interpersonal levels

The target salary range for this position is Min $140,000 - $200,000. Salary offered is commensurate with experience and considers internal equity.
