Senior Program Analyst

Job Description

ENSCO, Inc. is currently seeking highly qualified candidates to fill the Senior Program Analyst position. The Sr. Program Analyst is responsible for supporting, developing, and managing the Western Range Portfolio to improve the Launch and Test Range System (LTRS) and build towards the Spaceport of the Future on the West Coast of the United States.

The Analyst will support the Configuration Management / Data Management(CM)/(DM) with our Western Range Team, support Operational Acceptance (OA) of developer projects, and support the project engineers from acquisition through acceptance.

Duties will include:
  • PM acquisition support for LTRS projects
  • Support Technical Evaluation package for Proposals
  • Development of Statement of Objectives and/or Statement of Work for projects on LTRS
  • Participate or lead technical meetings and government-led studies, and technical baseline exchanges
  • Perform analyses to predict and define problems, define/design actionable corrective measures, and operational implementation of LTRS projects
  • Assist with the development of Entrance Criteria, Acceptance Criteria and Exit Criteria for LTRS projects

Qualifications Required (Skills)

  • Bachelor's Degree or equivalent and minimum 5 years of relevant experience.
  • Knowledge and background in DoD System Engineering and Acquisition Processes.
  • Experience in supporting multiple LTRS disciplines including CM/DM, Logistics, Security Accreditation, and Integration
  • Experience with MS Project or relevant planning software.
  • Technical skills to understand and analyze system problems, define potential solutions, and conduct in-depth technical analysis, assessments and trades
  • Demonstrates understanding of performance and requirements analysis techniques, and acceptance testing strategies/methodologies.
  • Possess basic theory and concept of operation of range instrumentation and network architectures.
  • ABILITY TO OBTAIN AND MAINTAIN A DOD SECRET SECURITY CLEARANCE FOR WHICH, YOU MUST BE A U.S. CITIZEN

Qualifications Desired

  • Project cost estimating experience
  • Risk management experience
  • DoD planning and programming or relevant experience.
  • Understanding of basic engineering processes, technical documentation, and cybersecurity principles
  • Problem solving skills, including the ability to identify, organize, prioritize, and ensure timely completion of tasks, whether working independently, with management guidance, or as part of a team
  • Excellent interpersonal skills needed to effectively interact with customers, contractors, and colleagues.
  • Excellent written and oral communication skills.
  • Flexibility and adaptability to multi-task and deal with fluid situations and changing priorities affecting different development functions
  • Ability to travel and work remote at customer sites
  • Current DoD SECRET clearance
