Specialist - Examinations

Using established skills in specialized area of expertise, assists on moderate to highly complex examinations or inspections of domestic banking activities, trust and securities related activities, other approved activities, information technology processing and audit function, and compliance with commercial and consumer protection laws and regulation in state member banks and bank holding companies, Edge Act corporations, and U.S. offices of foreign banking institutions. May act as lead examiner in specialized area of expertise during an examination or inspection.
  • Using established skills in specialized area of expertise, acts as lead examiner and/or assists on more complex examinations or inspections of state member banks, financial holding companies and bank holding companies, Edge Act corporations, and U.S. offices of foreign banking institutions.
  • Compiles and analyzes data in specialized area of expertise, which includes analyzing risk management practices, formulating conclusions, and preparing comments on findings and recommendations.
  • Assists the examiner in charge (EIC) in planning, organizing, and controlling examination or inspection activities in specialized area of expertise by reviewing pre-examination and inspection materials in specialized area of expertise; appraises EIC of the condition of organization in specialized area of expertise; analyzes moderate to highly complex issues to reach conclusions; prepares comprehensive examination/inspection report findings and supporting work papers within scheduled time frames; discusses conclusions with senior management and, as appropriate, boards of directors of financial institutions.
  • Determines risks and exposures of financial institutions in specialized area of expertise by analyzing financial and other surveillance data of a highly complex nature from financial institutions.
  • Supervises the performance of special projects related to supervision and regulation of financial institutions; performs projects of a highly complex nature; serves on Federal Reserve System workgroups, task forces, and project groups.
  • Maintains knowledge by keeping abreast of developments in both banking legislation and the banking industry.
  • Conducts on-the-job training for examiners and assistant examiners in specialized area of expertise.
  • Demonstrates effective Supervision, Regulation and Credit (SRC) Core Competency skills for grade and position.
  • Fulfills job duties and responsibilities in conformance with sound safety practices.
  • Complies with all applicable information security policies, guidelines, and practices.
  • Actively involved in the accomplishment of departmental and/or Bank-wide quality initiatives.
  • Performs other related duties as assigned.

Education and Experience:
  • Bachelor's degree or equivalent education and experience is required, with concentration in finance, accounting, or business desirable. Advanced degree is preferred.
  • Over eight years bank examination and/or financial institution experience is required, with concentration in area of specialized expertise.
Knowledge and Skills:
  • Specialized knowledge, expertise or skills that are directly relevant to evaluating the safety and soundness or consumer compliance/Community Reinvestment Act (CRA) activities of financial institutions.
  • Excellent written and oral communications skills.
  • Strong analytical and problem solving skills.
  • Excellent interpersonal skills.
  • Strong time management skills.
  • Excellent PC skills, using standard Bank word processing and spreadsheet applications.
Other Requirements:
  • Valid driver's license.
  • Heavy travel in Third Federal Reserve District. Approximately 50% of weeknights spent on road.

Background investigations and drug testing are required for all new hires as a condition of employment, after the job offer is made. Candidates for positions deemed as “safety sensitive” will also be screened for the presence of marijuana. Employment may not begin until the Bank accepts the results of the background investigation.
All employees will be subject to FBI fingerprint / criminal background and Patriot Act/ Office of Foreign Assets Control (OFAC) watch list checks at least once every five years.
