Chemonics seeks a Prime IDIQ Sr. Associate to join the USAID Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project and to join the Prime Contract team. The Prime IDIQ associate is responsible for performing tasks related to the compliance of the prime contract for the GHSC-PSM project. This individual advises staff and provides guidance related to prime contract administration and compliance by applying an understanding of contractual requirements, and Chemonics systems and processes. The Prime Contract IDIQ Project Management Unit (PMU) manages all client communication related to GHSC-PSM contractual inquiries and issues, including submitting all approval requests directly to the client, USAID.

Responsibilities include:

  • Apply critical thinking skills to advise and guide staff on prime contract administration and compliance, in coordination with GHSC-PSM Risk Management, Health Supply Chain (HSC) Supply Chain Management Division, and Core Compliance teams
  • Gather, track, and report information pertaining to prime contract management and administration
  • Identify and troubleshoot prime contract management and administration risks in coordination with the Prime Contract manager/s and director
  • Build capacity of GHSC-PSM headquarters, country teams, and HSC staff on all prime contract requirements and management best practices through learn bites and training
  • Independently draft client communications, review approval requests, such as salary approval, non-expendable property, third country national waivers, and monitor the approvals process
  • Independently communicate with the client and lead development and continuous improvement of processes and procedures for client communications and client management
  • Process field reports, including time and expense reports and other client-related reports
  • Draft and manage project-related trackers and other documentation
  • Coordinate with project team to compile agendas for weekly teleconferences and other project-related meetings
  • Track project spending against budget, monitors level-of-effort utilization, invoices, subcontractors’ costs, expense reports, deliverables, etc., to monitor compliance with contract and Chemonics’ regulations; issue status reports as needed
  • Field ad hoc project procurement requests, including drafting Requests For Proposals (RFPs) /Requests For Quotations (RFQs) based on approved templates, issuing solicitations, and supporting the administration of the selection process and the execution of the agreement, under direction of supervisor; send scopes of work, policies, and allowances/benefits for headquarters and field staff and consultants
  • Lead full recruitment cycle from sourcing to selection for project and suggest candidates for a variety of field positions
  • Maintain knowledge in own discipline and begins to expand versatility in international development work by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics’ practice networks
  • Contribute to technical practice relevant to areas of interest or focus, sharing information and best practices learned with the company
  • Participate on proposal teams by taking on roles such as CV writer, past performance writer, expat and local recruiter, and coordinator; may mentor others
  • Perform other duties as required
Qualifications:
  • Bachelor’s degree or equivalent work experience required
  • Minimum 2 years of relevant or professional work experience
  • Demonstrated ability to handle routine tasks and operational issues, particularly in project, contract, or grants management (prime or sub level) in the public or private sectors
  • Project management skills, including budget management, contractual compliance, client relations and knowledge of client, and personnel management
  • Demonstrated ability to communicate clearly and concisely in verbal and written communications; strong cross-culture communication and sensitivity skills
  • Ability to multitask with strong attention to detail, organization, and time management in a fast-paced environment
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives
  • Ability to work independently and as part of a team
  • Strong customer service and interpersonal skills with demonstrated ability to treat information with discretion and exhibit sensitivity and tact in communications
  • Demonstrated resourcefulness in problem-solving and initiative to learn new skills
  • Strong knowledge of MS Office applications
  • Willingness to travel and work abroad in less developed countries for at least four to eight weeks per year
  • Previous experience working in international development and/or living or conducting volunteer work in developing countries preferred
  • Demonstrated leadership, versatility, and integrity
  • English fluency required, secondary language proficiency preferred

The Salary Range for this position is expected to be: $55,760 - $69,700.

An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
