Chemonics International is seeking a Sr. Payroll Manager. The Senior Payroll Manager performs duties related to the payroll process with particular emphasis on calculation and reconciliation of expatriate allowances in accordance with government regulations. Duties will also include performing reconciliations, analyzing reports and providing customer service both to employees located in the home office as well as employees located overseas. This position will also recognize and adjust differences between the general ledger and subsidiary accounts. This position is also subject to special duties and assignments as designated by the supervisor. Principal Duties and Responsibilities:

Project Management

  • Performs duties consistent with full understanding of Chemonics requirements, policies and procedures, tools, quality standards, and broader Chemonics’ internal and external client strategic goals
  • Takes direct, appropriate, and timely action to meet client needs and resolve basic issues
  • Guides and oversees staff to ensure project delivery within cost
  • Approaches problem solving collectively with senior staff and internal and external clients to achieve a mutually beneficial result
  • Provides internal and external clients with clear, complete explanations
  • Works with team members to help build consensus

Technical Capacity

  • Assists in day-to-day payroll operations, provides oversight to the Deputy Controller, ensuring that deadlines are met and tasks are completed
  • Coordinates and supervises all Payroll related matters, including all tax issues relating to employee/federal/state withholdings, accruals, payments
  • Supervises reconciliations for all payroll related accounts
  • Reviews, analyzes, and resolves errors in reports, statements, invoices and other materials to ensure compliance with all necessary regulations
  • Prepares training modules on departmental and/or company policies and present the training to staff outside the department
  • Performs payroll operations and processes assigned payrolls
  • Prepares and reviews monthly reports, analyze and reconcile differences between ADP and D365
  • Performs the calculation, verification and reconciliation of resident expatriate allowances. Acts as main point of contact for questions related to resident expatriate allowances, provide training to the staff as needed and assist in resolving disputes regarding such matters
  • Performs a thorough review of financial data submitted by ADP, analyzes for deficiencies and/or discrepancies and performs the necessary corrections
  • Provides general customer service for all employees regarding payroll
  • Acts as liaison between Accounting, the overseas offices and project management staff regarding various payroll and accounting issues
  • Solves problems that arise as they relate to payroll operations; this will also involve backtracking to research discrepancies and make the necessary corrections or adjustments
  • Consistently produces work products in conformance with Chemonics’ and clients’ standards
  • Undertakes assignments on projects or special initiatives as appropriate

New Business

  • Develops tools, guidelines, and training materials consistent with corporate policies and best practices for new business efforts
  • Manages relationships with external clients, vendors, partners, and consultants that serve to enhance Chemonics’ reputation

Management and Leadership

  • Consistently demonstrates maturity, dependability, integrity, and initiative
  • Attracts, recruits, and recommends hiring of new staff that fit the profile of the Chemonics professional
  • Participates in the development of the department’s strategic plans, training materials and tools
  • Effectively trains and mentors staff on Chemonics tools and systems
  • Supervises, develops, and evaluates assigned staff. Ensures that staff receives regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow professionally
  • Facilitates meetings, and is responsible for developing agendas to achieve stated group goals, documenting progress, agreements, and issues and providing follow up assistance to groups
  • Defines team roles and responsibilities clearly and concisely, promotes strategies for effective teamwork and leadership development, and cultivates collaborative working relationships across the company

Additional Duties and Responsibilities

  • The employee will perform other duties and responsibilities as required by the immediate supervisor or the Senior Vice President of the business unit which might include administrative, management, and technical tasks as well as working on special task forces

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.   • Bachelors degree preferred, or commensurate work experience in lieu of degree.
  • Minimum 5 years of accounting experience. Management and experience with USAID/government regulations preferred
  • Minimum 3 years experience with A/P, A/R, Invoicing and Payroll
  • Prior knowledge with Accounting and Payroll systems. D365 and ADP preferred
  • Ability to solve technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
  • Experience living or working in developing countries preferred
  • Foreign language fluency desired
  • Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments
  • Demonstrated ability to communicate clearly and concisely, both orally and in writing, and lead presentations, training courses, and effective meetings
  • Strong knowledge of MS Office applications
  • Ability to work both independently and as part of a team
  • Strong organizational and work prioritization skills and attention to detail
  • Supervisory experience preferred
  • Foreign language fluency desired.
  • Demonstrated integrity, independent thinking, judgment, and respect for others
  • Demonstrates leadership, versatility, and integrity

The Salary Range for this position is expected to be: $84,320 - $105,400.

An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
