Jefferson Street, Phoenix, AZ 85034Posting Details:Salary: $50,169.60Grade: 18Closing Date: Open Until FilledJob Summary:The Division of Business and Finance (DBF) is looking for a highly motivated individual to join our team as an Accounting Specialist 2 to manage multiple funds and operating bank accounts for expenditures, transfers, and reconciliations. Responsible for assuring timely disbursement/transmittal of electronic payments to health plans and providers and reimbursements to bank accounts. To assist in preparation of and monitoring of expenditures, revenues and appropriation analysis for multiple funds and programs.This position may be available for remote work within Arizona (2 days per week in the office/hoteling).The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.Major duties and responsibilities include, but are not limited to:• Preparation and maintenance of financial worksheets for DES/DD for daily and monthly payments. Reconcile the state fund 2500 weekly and provide information to sister agency.• Prepare log sheets for manual invoices processed in AZ360 for supplemental payments sanctions and other internal transfers (IET) to correct revenues and or expenditures.• Research, delegate, and respond to Warrant Inquiry emails to AHCCCS from fee for service providers in a timely manner.• Resolve health care provider and health plan inquiries and problem resolution to issue regarding payments, adjusting or to provide payment information.• Assist in writing desk level procedures for new AZ360 processes.• Daily balancing of reports between AZ360 and PMMIS systems to make sure there are no discrepancies or rejected invoices.• Prepare audit confirmations after confirming payments in AZ360 and PMMIS for health plans and providers.• Review and approve suspense refunds (GAXB1, GAXR1) in AZ360 as needed.• Setup and/or update vendors for ACH payments in AZ360 as well as make vendors address update and legal name change in AZ360 as needed.Knowledge, Skills & Abilities (KSAs):Knowledge of:• General Accepted Accounting Principles (GAAP), Governmental and Financial Accounting Standards Board (GASB and FASB) pronouncements and cash and accrual basis accounting, Generally Accepted Auditing Standards (GAAS) and Generally Accepted Governmental Auditing Standards (GAGAS).• Federal and State laws, regulations and policies governing AHCCCS' programs outlined in the Code of Federal Regulations (CFR's), Arizona Revised Statutes including current legislative session law, State Accounting Rules (Arizona Accounting Manual), and AHCCCS administrative policies and procedures.• Complex funding sources to ensure correct funding is applied to the claims process for the appropriated State and Federal funds to maximize the Federal funding to the agency based on the Federal reporting requirements of the Centers for Medicare & Medicaid Services (CMS), quarterly expenditures reports.• Reconciliation process used by the agency to ensure all agency reports are reconciled with AZ360 and understanding of the hierarchy of funding codes contained within the accounting system and the flow of the information through the system from initial input to payment and reporting.Skill in:• Organization and accomplishment, in analysis, interpretation and communication of financial data, in spreadsheet and database development, in oral and written communication, in problem solving techniques and in imparting.• Interpersonal relationships as applied to all customers.• Proficiency with Windows, Excel, Word, Access, Cognos and other PC-based accounting, database, spreadsheet, data warehouse and mainframe software including AZ360.Ability to:• Resolve problems and questions from management, peers, subordinate staff and staff with other State Agencies or Contractors regarding work processes, policies, contract compliance, organization or methods of financial data compilation and reporting.• Write reports summarizing financial data compilation, interpretation, analysis; the ability to write operating procedures for work assignments; the ability to work effectively and efficiently in a high paced, continuously changing environment with frequent interruptions.Qualifications:Minimum:• High school diploma, GED.Preferred:• One year level accounting experience plus a Bachelor's Degree.• AHCCCS rules, policies and procedures, AHCCCS PMMIS mainframe systems, Oracle, ERATS, Windows Excel and Word, personal computer systems, Bank of America Cash Pro, and AZ360.• Associates Degree in Accounting or Bookkeeping is a plus.Pre-Employment Requirements:• Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business.
