Budget Analyst Job Location: Division of Business and Finance (DBF), Central Services Bureau (CSB) This position may offer the ability to work remotely on a hybrid basis, within Arizona, based upon the department's business needs and continual meeting of expected performance measures Hybrid - 1740 W. Adams, Phoenix AZ 85007 Posting Details: Salary: $63,000.00 Grade: 21 Open Until Filled Job Summary: The Central Services Bureau (CSB) within the Division of Business and Finance (DBF) is recruiting a high performing and detail oriented individual for the position of Budget Analyst. CSB holds contracts with several state agencies, boards and commissions to provide budgetary services and expertise. The analyst is assigned a number of clients for which they will be responsible for performing complex work related to creating projections, performing analysis, generating reports and assisting in the submission of the annual executive budget request. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance. Job Duties: • Oversees client budgets to provide accurate projections, determine program longevity and provide solutions to possible budgetary shortfalls. Tracks, analyzes, and reports actual and projected fund revenues, expenditures, and cash positions. • Performs analysis combining multiple data sets from various systems, such HRIS, AFIS, and InfoAdvantage to provide financial analysis, forecasting, and reporting tools. Recommends actions based on analysis of budget impacts and maintains compliance with various budgeting financing, and accounting standards and rules. • Compiles monthly departmental expenditure and revenue reports based on actuals and estimates. Creates reports and analysis ranging from basic to advanced reporting for management. • Provides accounting and budget guidance and direction for program staff to ensure agency compliance with state and federal policy and procedures including technical support and troubleshooting relating to the state financial system (AFIS) and state procurement system, Arizona Portal (APP). • Participates and facilitates the preparation of the clients annual budget request by compiling past expenditure figures, estimating future costs, researching fiscal impact, developing strategic plan initiatives and development of funding issue justifications. • Organizes, and executes internal controls/reconciliations; reviews and analyzes new or proposed legislation to determine fiscal and organizational impact. • Serve as a resource on issues relating to federal and State laws and regulations as well as State agencies’ policies and procedures. • Manage and provide support to projects initiated by client agencies, OSPB, Attorney General and the Governor’s office. • Other duties as assigned as related to the position Knowledge, Skills & Abilities (KSAs): Knowledge of: • Generally Accepted Accounting Principles (GAAP) • Principles, practices, tools, and techniques of budget and financial analysis and project management • Principles and practices of governmental accounting and research methods applicable to the budget process • Financial analysis techniques in the public sector, including projection and forecasting methodology • Methods and techniques of automated accounting systems, including use of applicable software packages • Reference materials such as federal regulations, Arizona Revised Statutes, applicable agency manuals, and policies and procedures Skilled in: • Problem solving, problem analysis, and resolution • Business writing • Continuous process improvement • Mathematics and forecasting • Organizing and presenting clear and concise reports of findings and recommendations related to assigned activities • Communicating effectively both orally and in writing • Developing and maintaining interpersonal relationships • Managing multiple tasks and assignments Use of financial reporting tools Ability to: • Oversee, prepare, and monitor assigned budgets • Use sound judgment and analytical skills in making recommendations on budget requests, budget and invoicing problems, and general budget questions • Understand, interpret, apply, and explain complex laws, rules, and regulations related to governmental budgeting • Prepare and interpret complex financial reports and statements • Comprehend assigned program goals, objectives, and operations and relate these to budget and program analysis • Establish priorities and solve complex problems • Adapt to changing work priorities while meeting timelines and deadlines Selective Preference(s): • A Bachelor's degree in accounting, finance, statistics or a related field or equivalent years of experience and/or education • Four years of experience in monitoring, developing, analyzing, and overseeing budgets in a public agency Pre-Employment Requirements: • Offers are contingent upon successful completion of all background and reference checks, required documents and, if applicable, a post-offer medical/physical evaluation If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
