Apply today!The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is looking to fill the Comptroller position. This position is responsible for planning, organizing, and directing the financial functions of accounting, fixed assets, grants, payroll, and the Arizona Financial Systems. Also, the Comptroller oversees the timely and accurate completion and submittal of the annual Closing Package (financial data and summaries) to ADOA for inclusion into the Comprehensive Annual Financial Report (CAFR), grant reports submitted to grantors, and Indirect Cost proposal submitted to the federal government. This position serves as a technical advisor to the Assistant Director and to the Deputy Assistant Director and responds to inquiries by agency staff and representatives from other agencies.Job Duties:- Manages and directs subordinate managers and professional staff in the performance of departmental support functions including accounting, payroll, systems control, grants, and fixed assets- Directs staff schedules and assignments- Conducts performance evaluations, recommends hiring, performs dismissal and disciplinary actions- Designs, maintains and updates various databases to monitor system errors, reconcile financial data, and generate standard ad-hoc reports for upper management- Establishes, customizes and maintains the organizational and program structure in financial software; authorizes user access levels and passwords to financial software and Procure AZ accounts payable system- Develops program directives, policies, procedures, and enforcement standards affecting ADCRR- Ensures effective internal control structures are in place and enforced- Provides guidance and consultation of automated accounting systems design, implementation, and compliance with accounting rules and regulations- Provides expert technical guidance and direction- Responds to inquiries from other state agencies- Engages in strategic planning, thinking, researching, reading and interpreting reports, policies, laws and related data- Drives on State business with possible overnight stays- Performs other duties appropriate to the assignmentKnowledge, Skills & Abilities (KSAs):Knowledge of:- Generally Accepted Accounting Principles (GAAP) at an expert level- Federal rules and regulations as applied to federally funded grants, state and private grant management- Principles, concepts, practices, methods, and techniques of government accounting, internal control structures and fiscal management- Various databases, spreadsheets, and word processing software to analyze data, produce financial reports, and respond to requests for information- Reconciliation of bank accounts- Budget and fiscal report and forms preparation- Financial records maintenance and formats- Identification and resolution of financial discrepancies- Management methods and leadership techniquesSkill in:- Analysis, interpretation, and communication of financial data- Organization and accomplishment- Establishing and maintaining interpersonal relationships at all organizational levels including other state agencies- Maintaining accounting records, automated accounting systems, computers and mainframe systems- Customer service- Phone etiquetteAbility to:- Motivate and manage staff- Interpret laws, policies, rules and regulations- Work in a team environment- Communicate verbally and in writing- Problem-solve and make decisions- Compute and summarize numerical data- Learn financial systems, AZ Procurement system, and the Human Resources Information System (HRIS)Selective Preference(s):- Bachelor’s degree with a major in accounting OR Bachelor’s degree in a related field with a minimum of 24 semester hours in accounting courses and an additional 18 hours in related economics and business administration courses- Certified Public Accountant (CPA) license- Five (5) plus years as a professional accountant- Three (3) years managing professional accounting staffPre-Employment Requirements:Employment is contingent on the selected applicant passing a background investigation.In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.)
