Description Of Job About the Work Unit The Executive Director's Office (EDO) Is The Backbone Of The Colorado Department Of Public Safety, Providing Effective Administrative And Management Services To The Department's Operating Divisions. The EDO Includes The Following • The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department • Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, procurement, budget, and logistics services (fleet, facilities, warehousing, material management and fabrication) to support the operations and programs of CDPS divisions • Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions • Compliance and Professional Standards Office – Develops policies, assesses and manages risk, and ensures compliance with state and federal requirements and professional standards • Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation • Colorado School Safety Resource Center – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado. The Administrative Services Office provides internal administrative support to the Divisions within CDPS About The Job This position directly manages work lead assigned CDPS small and large construction projects and integrates the business process of the State Buildings Programs of the OSA, potentially serving as a partial or full State Building’s Delegate if necessary. As a CDPS representative, this position may oversee the procurement of engineering and construction services for projects assigned by the CDPB Work Lead for facilities that are critical to the mission of CDPS divisions. The Construction Project Coordinator advises in the development of policies, procedures, strategic planning documents, budgeting and the administration of capital construction/controlled maintenance requests and projects. The position aides the CDPB Work Lead in oversight of the construction program coordination between OSA and CDPS for assigned projects and is responsible for construction planning, fiscal management and capital requests on approved projects assigned by the CDPB Work Lead. Key Responsibilities Construction Project Management Under the direction and priorities of the CDPB Work Lead for the PSS, serves as the Construction Project Coordinator for CDPS construction projects related to appropriated fund capital projects, controlled maintenance projects or operating dollar funded smaller construction projects. Annual OSA Capital Construction/Controlled Maintenance and Planning Requests Assists in the preparation of Capital Construction (CC) and Controlled Maintenance (CM) requests, develops budget estimates, prioritize requests for CC/CM with the OSA, works with the CDPB Branch Chief, PSS Director, Budget Director, Controller and legislative liaisons to submit annual CC/CM requests to the joint Capital Development Committee (CDC) and Office of State Planning and Budget (OSPB) in accordance with the specified budget timelines for the fiscal year. Facility Audits/Special Projects/Other Duties As Assigned Coordinate and manage engineering and architectural professionals who will produce facility condition index scores as part of an annual facility audit on CDPS owned state facilities. WORK ENVIRONMENT • Office operates between 8:00 am and 5:00 pm, M-F (Some flexibility with schedule) • Hybrid workplace ( 4 days in office and 1 day remote) • Some travel required to department owned facilities across the state and perform on-site visits, bid walks and oversee ongoing projects under their portfolio. Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights MINIMUM QUALIFICATIONS (EXPERIENCE AND EDUCATION) Experience Only Option 1 (Minimum Qualification): Six (6) years of professional experience in construction project management or general contractor with activities that include planning, executing, monitoring and controlling budget. OR Education And Experience A combination of related education and professional experience in construction project management or general contractor with activities that include planning, executing, monitoring and controlling budget equal to six (6) years. Required Competencies And Skills • Excellent written and oral communication skills • Excellent attention to detail • Ability to create, run, and interpret reports • Ability to make projections • Strong analytical skills with the ability to analyze complex issues and make sound recommendations • Self-starter • Excellent organizational skills Preferred Qualifications And/Or Special Qualifications • MS Office suite experience • BA Degree in project management, construction management, construction management CONDITIONS OF EMPLOYMENT • Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check is required • Must be Colorado resident at the time of application • Must have a Colorado Driver's License • Will be required to travel to department owned facilities across the state and perform on-site visits, bid walks and oversee ongoing projects under their portfolio. • Position will entail construction job site presence and the associated hazards of being on an active construction project site. • Requires Physical Demand level- Exert up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects. • This position has routine contact with members of law enforcement who carry firearms. Exposure to firearms carried in a visible and professional capacity is a normal part of this role and should be expected on a daily or weekly basis.
