It is responsible for the ongoing implementation and management of an array of Adult Financial Assistance Programs (Old Age Pension, State Burial Assistance, Aid to the Needy Disabled, Aid to the Blind, AND/AB Supplemental Security Income, and Colorado Supplement), the Colorado Works Programs, Employment and Workforce Development Services, and the Supplemental Nutrition Assistance Employment and Training program (SNAP E&T), known in Colorado as Employment First (EF). The Division also administers several smaller grant programs.Opt in below to receive text message updates on CDHS recruiting events!CDHSCareersDescription of JobThis position reports to the Contracts and Budget Supervisor and exists to support the development, oversight, and management of Division contracts, purchasing, procurement and other formal agreements, and the Division’s financial management and invoice processing.The position has four main areas of responsibility:1. Developing, implementing, and maintaining Division contracts and other formal agreements;2. Managing and executing the Division’s procurement activities;3. Analyzing, reconciling, monitoring, and reporting on the Division’s encumbrances and expenditures; and4. Receiving, processing, and tracking invoices and other payments.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsEffective September 1, 2023 employees will be required to report to the office at least 2x a week. These work arrangements are subject to change based on business need.MINIMUM QUALIFICATIONS:Experience Only:Six (6) years of professional experience in Finance/Accounting, Budgeting, Contract Creation and Monitoring, Grant Management, Program Management, Working as a Program Assistant, Financial Reporting/Invoicing, or as a Human Services Administrative Professional.• Please note: This experience must be clearly documented on your application and the supplemental questions must be answered. Answers such as "see resume" or "n/a" will be disqualified .OREducation & Experience:Bachelor's degree from an accredited university, AND two (2) year(s) of of professional experience in Finance/Accounting, Budgeting, Contract Creation and Monitoring, Grant Management, Program Management, Working as a Program Assistant, Financial Reporting/Invoicing, or as a Human Services Administrative Professional.Substitutions:Additional appropriate education will substitute for the required experience on a year-for-year basis.Preferred Qualification:The following supplemental experience, competencies and abilities are highly desirable for this position and may be considered in selecting the successful candidate:• Experience with financial assistance or public assistance programs. This can include working, volunteering, or having lived experience with these programs.• Experience in Adobe• Experience in Excel• Experience in Word• Experience in Google Suite• Strong writing skillsConditions of Employment:Must be willing to submit to and able to successfully pass a criminal background check Must be able to travel to meetings at various locations, conferences, and training, with occasional overnight travel. Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.
