About the Work Unit:
The Mental Health Hospitals, under the auspices of the Office of Civil & Forensic Mental Health (OCFMH), partners with patients, families, and their communities to provide quality services that assist patients in achieving their mental health and health care goals. In addition, CMHHIP is the only Colorado facility with a forensic division that serves adults who are found Not Guilty by Reason of Insanity or found Incompetent to Proceed. The MHH CFO office is an organizational work unit within CDHS Operations/Administrative Services, OCFMH. This work unit is responsible for the budget development, management and monitoring of all resources (Fiscal/FTE) for the hospitals, as well as contract facilitation and management. This unit is responsible for responding to all fiscal-oriented subject matter in relation to federal, legislative, departmental and external stakeholders including providers.***The location of this position (Denver or Pueblo) will be determined based upon the selectedcandidate's preferred location***About this Position:This position provides critical conceptual information management, technical and analytical support through the maintenance, design, and enhancement of various patient and management data systems. Additionally, the position develops, maintains, and enhances critical budget-management systems, clinical information management systems, ancillary analytical and audit systems, and BEHR development. The position develops legal status, data quality, and ad-hoc management/analysis tools for OCFMH and the Mental Health Hospitals’ (MHH’s) Senior Leadership as needed. This position completes system upgrades and provides system maintenance. The position performs system analysis and design of reports, inquiries, and input screens as provided by the tools associated with BEHR and other software reporting applications; explores the use of new BEHR functionality for use by MHH staff; and, develops and executes routine and ad hoc reporting mechanisms necessary to meet business needs and requirements. The position leads subject matter expert groups in developing system specifications on the use of BEHR. Duties in this position include:BEHR System Enhancement:• researches and develops BEHR system modifications and enhancements; designs and performs BEHR clinical and operations data extraction; identifies, analyzes and solves automated systems issues; assists with BEHR testing and upgrade installations• performs end-user training, as needed• participates in work groups and committees as they develop and define data collection requirements, policies and procedures• works with customers and management to determine operational and clinical needs• collaborates with other Data Management professionals for BEHR changes; and provides support, maintenance, and enhancement within BEHRRequirements Capture and Documentation• participates in interviews with all levels of OCFMH and MHH stakeholders to change, modify, or fix existing BEHR systems to establish goals, objectives, and scope of requirements based on customers’ request• In collaboration with colleagues and clinical users, the position establishes target delivery dates/milestones; conceptualizes solutions; builds in the test environments; and, upon agreement with stakeholders, moves the solution to the production system and finalizes documentation• At each step or phase of the interview process, the position documents all proposed changes and documents them for approval by all parties before production beginsOther Automated Duties:• independently builds queries against a variety of systems to investigate data quality issues or meet emergency analytic needs• investigates and resolves automation issues that impact the functionality of the primary health systems, per assignments from the supervisor• requests for data extracts and analyses by customer groups, including MHI and the Office of Behavioral Health senior managers, will at times require the position to use a variety of computer programs including MS Access, Excel, Word, and PowerPoint• may also provide independent automation support for legacy MS Access and SQL server databases, and assist in end-user training, as neededOther Duties as Assigned:• required to occasionally accept, perform, oversee, or delegate unforeseen duties or tasks not cited above, as assigned by the Development Team Supervisor, Development Team Manager, IM Director or their designeesOption 1 Minimum Qualifications• Five (5) years of full-time experience in an occupational field related to the work assigned to the position*• Please note: This experience must be clearly documented on your application and the supplemental questions must be answered.Option 2 Substitutions• Bachelor's degree from an accredited institution in a field of study related to the work assignmentAnd• One (1) year of professional experience in an occupational field related to the work assigned to the positionConditions of Employment:• standard Background – Name check, TRAILS, CMS and JBITS• travel – May require in-state travel to downtown Denver, CMHHIFL and CMHHIP• TB testing, annual influenza, COVID and other vaccines as required by the State of Colorado• former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
