This position serves as primary technical assistant for grants and contracts for the Bureau; implements policy and ensures Bureau compliance with the Illinois Grant Accountability and Transparency Act (GATA 30 ILCS 708) and related administrative grant-making rules; assists with budgetary and fiscal impact studies of specific programs administered by the Bureau.Job Responsibilities• Serves as the Grants Manager.• At the direction of the Bureau Chief, develops, writes, reviews, submits and monitors procurement and fiscal related documents including Procurement Business Case (PBC)s, Contract Adjustment and Approval Forms (CAAF)s, contracts, grants and other Governmental Accounting Transparency Act (GATA)/procurement related items to issue contracts, amendments, etc., administered by the Bureau for its programs.• Implements policy and ensures Bureau compliance with GATA 30 ILCS 708 and related administrative grant rules including but not limited to grant making procedures, grant financial, programmatic, performance, budget analysis, etc.• Assists Bureau staff in monitoring budgetary operations as it relates to performance management of its programs.• Prepares monthly data and financial reports to comply with federal and state reporting requirements.• Serves as Bureau's liaison with department audit and compliance monitoring staff for Bureau programs.• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.Minimum Qualifications• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.• Requires two (2) years of responsible administrative experience in a public or business organization.SPECIALIZED SKILLS: Of the two (2) years responsible administrative experience, requires two (2) years’ experience developing competitive and/or non-competitive grants and/or contracts under the State Procurement Code and/or under the Illinois Grant Accountability and Transparency Act (GATA 30 ILCS 708) and related administrative grant rules including grant making procedures.Preferred Qualifications• Two (2) years of professional experience developing competitive and/or non-competitive grants and/or contracts under the State Procurement Code and/or under the Illinois Grant Accountability and Transparency Act (GATA 30 ILCS 708) and related administrative grant rules including grant making procedures.• Two (2) years of professional experience working with the principles of governmental accounting, program budgeting, personnel, statistics, and procurement, including an understanding of 2CFR200 and the Illinois Grant Accountability and Transparency Act (GATA 30 ILCS 708) and related administrative grant rules including grant making procedures.• Two (2) years of professional experience working with the principles and practices of public and business administration.• Two (2) years of professional experience analyzing administrative problems and adopting an effective course of action.• Two (2) years of professional experience developing, installing and evaluating new and revised methods, procedures, and performance standards.• Two (2) years of professional experience developing and managing a supportive agency function program.Work Hours: Monday - Friday, 8:30am - 5:00pmWork Location: 823 E Monroe St, Springfield, Illinois, 62701Division of Family and Community Services (20119)Office of Community and Positive Youth DevelopmentBureau of Violence Prevention Services (37526)Sangamon CountyAgency Contact: DHS.HiringUnit@Illinois.govPosting Group: Leadership & Management; Social ServicesAbout the Agency: The Illinois Department of Human Services serves families in need across Illinois.
