This position serves as the Lab Systems Analyst II supporting the Illinois Department of Public Health (IDPH) performing complex and specialized development and analysis functions for Laboratory Information Management Systems (LIMS). In this role you will perform complex and specialized development and analysis functions for Laboratory Information Management Systems (LIMS) and consult with both internal and external user representatives to develop information technology solutions to existing or prospective applications of high complexity. In addition, you will serve as a project leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data. This position reviews incoming and outgoing messaging to confirm the data adheres to HL7 compliance standards and keeps abreast of new developments in the Information Technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. Essential Functions

  • Under administrative direction, serves as the Lab Systems Analyst II for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Public Health (IDPH) performing complex and specialized development and analysis functions for Laboratory Information Management Systems (LIMS).
  • Consults with both internal and external user representatives to develop information technology solutions to existing or prospective applications of high complexity.
  • Serves as a project leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
  • Reviews incoming and outgoing messaging to confirm data adheres to Health Level 7 (HL7) compliance standards.
  • Keeps abreast of new developments in the Information Technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Services or a related Information Technology field.

Specialized Skills

  • Requires three (3) years of professional experience conducting business analysis to define problems, determine project objectives, elicit and validate business requirements, and lead cross-functional teams in business process re-engineering and continuous improvement initiatives.
  • Requires three (3) years of professional experience assessing and recommending software solutions, both off-the-shelf and open source, ensuring alignment with architectural standards and fulfillment of business requirements.
  • Requires three (3) years of professional experience developing functional specifications, creating use cases and facilitating requirement walk-throughs and sign offs with technical and non-technical stakeholders.

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience conducting business analysis to define problems, determine project objectives, elicit and validate business requirements, and lead cross-functional teams in business process re-engineering and continuous improvement initiatives.
  • Three (3) years of professional experience assessing and recommending software solutions, both off-the-shelf and open source, ensuring alignment with architectural standards and fulfillment of business requirements.
  • Three (3) years of professional experience developing functional specifications, creating use cases and facilitating requirement walk-throughs and sign offs with technical and non-technical stakeholders.
  • Three (3) years of professional experience verifying business process models and use cases with stakeholders to ensure alignment with operational needs and accurate documentation of system requirements.
  • Three (3) years of professional experience leading projects in an Information Technology environment, including planning, executing, and coordinating complex technical initiatives across diverse teams.
  • Ability to perform logical data analysis, evaluate procedural issues, and develop effective solutions to operational challenges.
  • Developed verbal and written communication skills to present technical information to others with clarity and precision to both technical and non-technical audiences.
