We are seeking passionate individuals for the role of Employment Services Manager (HR Administrator III) , so come join our team and make a meaningful impact on youth and the community at DJS!As the Employment Services Manager (HR Administrator III), you will be overseeing a wide range of personnel services and programs. Your key areas of responsibility will include managing employment services, classification, and compensation, all while ensuring compliance with federal law and State Personnel Management System regulations, policies, and procedures. This role requires expertise in JobAps and Workday systems, along with a deep understanding of HR laws and regulations. You will be responsible for maintaining confidentiality in all personnel matters and ensuring the timely, accurate processing of HR transactions.Some key responsibilities of this position may include, but not be limited to:• Leading and overseeing the Employment Services Unit.• Providing guidance on employment services, classification, and compensation.• Interpreting and applying HR laws, regulations, and policies relevant to the SPMS.• Conducting research on HR, administrative, legal, and financial data to support decision-making.• Assessing the fiscal and operational impact of HR actions.• Analyzing HR actions and recommending solutions based on guidelines and precedents.• Advising employees, supervisors, and executives on HR-related matters.• Defending HR actions and recommendations in hearings and legal proceedings.• Recommending and implementing process improvements to enhance HR efficiency.• Ensuring all HR functions align with departmental goals and maintaining compliance with applicable laws and policies.This position is eligible to work a hybrid telework schedule.Minimum QualificationsEducation: Possession of a bachelor's degree from an accredited college or university.Experience: Six (6) years of professional HR experience. Four (4) years of which must be at a supervisory or management level; overseeing and coordinating the general operations of an HR generalist unit to include; applying personnel rules and regulations and supporting promotional processes.Note: Professional HR management work in the areas of recruitment and selection, classification, salary administration, test development, and validation, or as a generalist may be substituted on a year-for-year basis for up to four (4) years of the required education.Selective QualificationsApplicants must meet both minimum and selective qualifications. Please provide specific details about your qualifications in your application.The selected candidate will possess a bachelor’s degree (or higher) in Human Resources or a related field, and/or a current HR certification (e.g. HRCI, SHRM, IPMA/PSHRA).Desired Or Preferred QualificationsThe preferred candidate for this position may possess any of the following qualifications:• Prior experience in HR administration and management• Experience interpreting and applying personnel-related laws, rules, policies, and procedures (e.g., COMAR, SPP)• Experience serving as a Retirement Coordinator• Experience in salary negotiations, making offers, and onboarding new hires, including salary administration• Proficiency using Workday or another HRIS system, including running queries/reports, entering new hires, and managing salary data• Experience guiding staff in resolving personnel-related issues• Experience overseeing processes for Hiring Freeze Exemption requests and recruitment approvals• Experience reviewing minimum qualifications, applying scoring criteria, developing a list of eligible candidates, and completing hire details• Proficiency using JobAps or another applicant tracking system• Experience with Microsoft Office Suite and Google WorkspaceLIMITATIONS ON SELECTIONThis recruitment is limited to current Maryland State employees only.SELECTION PROCESSPlease make sure that you provide sufficient information on your completed application to show that you meet the qualifications for this recruitment.
