This position provides management direction and oversight of all aspects of agency financial, accounting, budget management, and planning activities including development of fiscal, monetary, and financial policies and procedures.The incumbent has oversight of the agency’s complex procurement, contract and grants management activities, Internal Audit and Analytics services, and associated evaluation, compliance, monitoring, and analysis. The incumbent also oversees DEED’s administrative services. The incumbent provides strategic leadership and guidance to the Commissioner, Deputy Commissioners, and Division Directors on fiscal and budgetary policies and issues.Responsibilities include:• Plan and direct the development and implementation of financial policies, procedures, and controls so that financial and accounting functions along with budget are consistent with state statutes and federal regulations, departmental and programmatic requirements, guidelines, goals and objectives, and accurately reflect the financial status and condition of the department.• Provide overall leadership to the Administrative and Financial Services (AFS) department to ensure DEED objectives are executed efficiently and effectively and consistent with state and federal laws and policies.• Analyze the impact of executive decisions on department financial policies and operations and provide direction for monitoring and evaluating department performance to ensure that resource allocation decisions are optimized and consistent with department goals and objectives.• Direct the preparation of special financial reports to analyze and evaluate program activities for fiscal compliance including the examination of key business processes and policies, facilitating timely decision-making, or in response to inquiries by state or federal agencies.This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and is occasionally required to be on-site at the office in St. Paul. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.Minimum QualificationsPlease ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.Five (5) years of leadership/management experience in mid to large size accounting or financial management operations within the last ten (10) years that includes development of finance policy, complex budgets and funding strategies, and application of accounting, budgeting, contracts/grants, and procurement processes.• A bachelor’s degree in accounting, finance, business management, public administration or policy, economics or other closely related field as determined by the agency may substitute for one (1) year of experience; a master’s degree may substitute for eighteen (18) months; a PhD may substitute for twenty-four (24) months of experience.Applicants that meet the above minimum qualification will be further evaluated on the following:• Experience using large, complex Enterprise Resource Planning (ERP) systems such as Oracle, Peoplesoft, IBM, Hyperion, CGI in similar size and scope to the state that includes large scale accounting, procurement, payroll, and/or human resources systems.• Knowledge of Generally Accepted Accounting Principles (GAAP) and practices, Government Accounting Standards Board (GASB) and Generally Accepted Government Auditing Standards (GAGAS) pronouncements and practices for government, and/or interpreting and applying legislation, state statues, federal laws and regulations.• Knowledge of State and federal budgetary and legislative processes.• Skill in analysis of policies, procedures, and documentation of internal controls, division of duties, risk assessments and mitigating controls to ensure compliance with federal and state laws, statutes, administrative rules, or relevant statewide and department policies.• Communication skills sufficient to effectively interact, build partnerships and communicate complex information to a varied audience demonstrating command of engagement and effectively collaborating with diverse perspectives, cultures, identities, and professional approaches to business and leadership.• Human relation skills to foster and maintain trust, cooperation, transparency and integrity in the conduct and implementation of processes, projects, coaching, mentoring, and advising on performance management.Preferred Qualifications• Bachelor’s or advanced degree in accounting, finance, business management, public administration or policy, economics or other closely related field of study, as determined by the agency.• Experience in Statewide enterprise systems such as Statewide Integrated Financial Tools (SWIFT), Statewide Employee Management (SEMA4), Budget Planning and Analysis System (BPAS), Capital Budget System (CBS), Fiscal Note Tracking System (FNTS), Appropriation Management Application (AMA), Enterprise Learning Management (ELM), Information Access Warehouse (IA), and/or other reporting tools.• Experience in leading change and management skills to effectively lead including strategic planning, managing workload, performance management, team building, collaborative relationships, change management, process improvement, conflict management, negotiation, problem identification and resolution activities toward a positive outcome.• Knowledge of DEED’s organizational structure, mission, federal and state-funded programs, and Minnesota Management and Budget (MMB) and DEED policies and procedures.• Skill in advanced features of Excel such as pivot tables, formula/functions such as v-look-up, sum-if, or other conditional formatting.• Our employees are dedicated to ensuring cultural responsiveness.
