Be a leader in promoting effective behavioral health care service delivery and support the agency’s goals through expert research and analysis!All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.About the division:The Data Division (DATA) of the Health Care Authority, within the Clinical Quality and Care Transformation (CQCT) division, is responsible for leading Data Governance strategy for the Agency; and leading the implementation, maintenance, and enhancement of the data management, analytics and reporting systems that inform agency leadership in support of HCA’s purpose and goals, as well as for improving and monitoring agency and program performance to ensure accountability and alignment with all agency activities.About the position:As part of this division, the Behavioral Health Analytic Strategy Manager is directly accountable for behavioral health analytics, strategy and overseeing the staff team that support the implementation of key strategies to achieve the goals of the Health Care Authority and the division of behavioral health services. This position reports to the Deputy of Enterprise Analytics, Research and Reporting and leads major analytical projects, advises on health information technology (HIT) needs and efforts within behavioral health systems for the Medicaid Transformation Project. and provides enterprise strategic direction for behavioral health, including the full continuum of prevention, outreach/engagement, crisis, treatment, and recovery support services for mental health, substance use, and problem gambling.This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.Some of what you will do:• Lead major analytical projects from inception to successful conclusion.• Support the effective development and use of behavioral health care performance reporting• Actively promote the use of data analysis and research to drive system change and innovation in health care policy.• Serves as agency leader with critical subject matter expertise and leader of the Behavioral Health Analytics team.• Identification of possible high value research efforts.• Quantification and estimation of potential customer impacts.• Working with stakeholders and partners to gather requirements and share concerns.• Ensure appropriate peer-review and adhere to data governance requirements.• Communicate results in a way that drives effective decision-making.• Collaboration with state and national technical experts on the development and documentation of measurement specifications• Create benchmark and context information to help inform measure development.• Lead agency reporting of required behavioral health care quality measures, including but not limited to Medicaid Core Measures, SAMHSA measures, HEDIS measures, Medicaid Transformation measures.• Direct research into specific geographic and other relevant measure subgroups, with attention to dentification of health disparities.• Work with customers and stakeholders to identify barriers, opportunities, and risks in using state data resources.• Serves as an expert consultant on behavioral health data, HCA data infrastructure rigorous analytic techniques to be used in program evaluation and modeling.Required qualifications:Qualifying candidates will meet one of the following options:Option 1:• A master’s degree or PhD in health economics, statistics, epidemiology, actuarial studies, finance, mathematics or a related field.AND• At least three (3) years of experience in a financial, analytical, econometrics or forecasting field with experience leading major analytical projects.• Experience as a manager, supervisor and/or leader.Option 2:• Nine (9) years of the experience listed above.• Experience as a manager, supervisor, and/or leader.Preferred qualifications:• Experience with health care, public health or health insurance data.• Experience working as part of a collaborative research team, using SQL, SAS, R, and/or related tools.• Publication in academic journals.• Experience representing organizations and research to diverse stakeholder groups including academics, public service leaders, and non-technical audiences.• Experience communicating complex analytic information in diverse mediums including face-to-face meetings, phone and video conferences, written reports, spreadsheets, and online dashboards.• Experience as a supervisor, manager, or organizational leader.How to apply:Only candidates who reflect the minimum qualifications on their NEOGOV profile will be considered.
