Budget Analyst annually $84,615 - $99,547 Closes June 30,2024 The Washington State Office of Superintendent of Public Instruction (OSPI) seeks a Budget Analyst to join the OSPI team. This full-time permanent position is based in Olympia, Washington. After completion of training, this position may be eligible for a partial telework, dependent upon agreed schedule. Working with the state's 295 public school districts and 6 state-tribal education compact schools, OSPI allocates funding and provides tools, resources, and technical assistance so every student in Washington is provided a high-quality public education. Ensuring educational equity: • Goes beyond equality; it requires education leaders to examine the ways current policies and practices result in disparate outcomes for our students of color, students living in poverty, students receiving special education and English Learner services, students who identify as LGBTQ+, and highly mobile student populations. • Requires education leaders to develop an understanding of historical contexts; engage students, families, and community representatives as partners in decision-making; and actively dismantle systemic barriers, replacing them with policies and practices that ensure all students have access to the instruction and support they need to succeed in our schools. Position Overview This position advances the Superintendent of Public Instruction’s vision for K-12 education by facilitating the translation of his goals into a financial plan. The selected candidate will provide clear and concise budget, policy and planning analysis for state and federally funded programs. Key Responsibilities • Prepares budget recommendations (decision packages) for submittal to the Governor and the legislature; • Reviews proposed legislation for fiscal impact and prepares fiscal notes; • Develops external allotments for submittal to the Office of Financial Management; • Prepares detailed internal allotments for program staff and agency managers; • Monitors expenditures vs. allotments for variances and in consultation with program managers develops and monitors corrective action; • Maintains and updates information in the Salary Projection System (SPS); • Reviews Personnel Action Requests (PARs) to ensure program budgets have sufficient resources to support the requested action; • Reviews proposed contracts and purchase requests to assure budgets are sufficient to support the obligations; • Responsible for managing, maintaining, and organizing the preparation and processing of all documents related to the position’s work according to state archive and records retention schedules; • Mentor and assist with training of lower level budget staff; and • Other budget development and monitoring activities as assigned. Required Qualifications: • At least 4 years’ experience in financial management or budgeting in state government or a school finance office • Ability to work cooperatively and effectively with other staff; • Advanced technical skills in Microsoft Office applications; and • Effective verbal, written and oral presentation skills. Desired Qualifications: • Bachelor’s degree in accounting, public administration, business, or comparable field; • Knowledge of state and federal budget and finance rules and procedures; • Familiarity with OFM budget and accounting systems; and • Understanding of the Legislative process. Compensation The annual compensation for the position is $84,615 - $99,547 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate.
