Consumer protection is at the heart of what we do, whether we are regulating emerging FinTech industries like those dealing in cryptocurrency or more established forms of money transmission, escrow, consumer lending, and loan servicing. We license and conduct examinations of the people and companies in those industries, and take action against those who violate the law. We pride ourselves on helping people - by ordering refunds or restitution for consumers, by enhancing the efficiency and effectiveness of state government, and by working to maintain robust, healthy financial industries.The Division of Consumer Services accomplishes the DFI’s mission through licensing, conducting examinations of licensees, investigating consumer complaints, and enforcing state statutes and rules, and federal regulations and laws, related to financial service providers. The Division regulates business activities of consumer loan companies, mortgage brokers, money transmitters and currency exchangers, as well as check cashers and sellers, also known as “payday lenders.” The Division regularly conducts examinations of its licensed entities for compliance with state and federal lawsAbout the Position:The IT Financial Examiner will conduct complex IT Examinations and prepare analysis of financial institutions and financial services companies. This position reports to the IT Financial Examiner Supervisor.Some of What You Will Do:• Serve as examiner-in-charge of complex consumer loan, mortgage broker, check casher and seller, escrow, money transmitter, and currency exchangers IT examinations. Complex work generally means:• Work having a high degree of political sensitivity.• Work in which a mistake could have a high cost to the agency and to the public.• Work involving novel issues not adequately covered by existing written procedures or manuals and therefore, requiring the development of new techniques and work methods and the exercise of a high degree of judgment.• Work involving problem institutions.• Analyze financial condition, including but not limited to: trust accounts, liquidity, capital adequacy, profitability, asset quality, warehouse lines and capacity to lend, deposit and disbursement procedures, investment portfolios and investment strategies, contractual arrangements with vendors, bonding, and insurance coverage.• Analyze real estate or non-real estate lending and brokering disclosures, operational controls, compensation practices, underwriting and consumer ability to repay analysis, sales and advertising practices, loan closing procedures. Employ the use of examination workbooks and software in analysis of these areas.• Analyze transaction databases, call reports, NMLS analytics, assessments, recordkeeping and reporting requirements.• Analyze manuals as well as policy and procedures to ensure state and federal compliance.• Investigate for predatory lending practices, such as loan flipping, engaging in fraud or deception to conceal the loan obligation. Analyze complex fraudulent transactions or practices.• Use specialized software including examination specific software, software for analysis of financial transactions and accounts, and software for investigation management, and software to produce visual aids.• Develop examination work programs and examination manuals. Analysis of ancillary products sold. Analysis of loan origination and document preparation systems.• Independently prepares concise, comprehensive, and accurate reports of examinations often of the most complex institutions. Identifies any violations of laws and regulations. Ensure all findings are sufficiently supported and documented. Demonstrate a high-level of technical writing skills and attention to detail in the drafting of reports.Required Qualifications:An associate’s degree that focuses specifically on information technology, cyber security, or a related field of study.OREquivalent work/educational experience in the regulation, examination or audit, and/or analysis of information security/technology and cybersecurity may also be considered in meeting the required education. Experience includes conducting information technology/ information security/ cybersecurity examinations/reviews; serving as an auditor on technology audits of security controls or policies; or administering information security/cyber security programs or other key data center functions. Further, experience in working in network support, computer operations, or information security/cybersecurity may also be considered.Preferred/Desired Qualifications:A bachelor’s degree in information technology, information security, cyber security, or a related field of study. Current or recent regulatory experience and/or experience working for a regulated entity in information security or information systems review/audit.The most successful Financial Examiner – IT Specialist candidates should possess the following skills and abilities:• Current or recent regulatory experience.• Experience working in information security, cyber security, or information systems review/audit (or any combination of these).• Strong leadership qualities, work ethic and professional behavior.• Excellent interpersonal skills to include the ability to work closely with peers, division management, financial institution representatives, and federal examiners.• Excellent verbal and written communication skills.• Advanced level computer skills to include proficiency in Microsoft Office Products.• Financial Examiner – IT Specialist should be able to work in a close team environment and work in potentially difficult situations with customers/clients. The work environment is fast paced with multiple deadlines and frequent interruptions.Official Work Station:The examiner is home based. The position includes a combination of office and field work. Examiners work a flex schedule, some evening and weekend work.
