An additional pay increase, per the Coalition CBA (MOU N), of 21% will be added to the base pay for this position. If you become an Electrical Construction Inspector, you will have excellent communication skills, be willing to have crucial conversations, be a leader in the field, and thrive in a group of experts.This position contributes to L&I's mission by:• Helping ensure that Washington State is an electrically safe place for consumers and workers to live and work.• Working collaboratively to conduct electrical inspection and compliance activities that promote uniform, high quality electrical installations.• Helping to reduce the negative effects of the underground economy on Washington businesses and electricians.• Providing a quality customer experience by respecting our customers and assisting them in complying with applicable laws using fairness, education, and communication.These positions will be considered In-Training for 24 months. Within this period, you will learn and apply L&I rules, policies, state laws, and best practices in relation to electrical inspections. By the end of your In-Training period, you will be a full-fledged L&I Electrical Inspector with the ability to:• Inspect electrical installations in various stages of construction.• Enforce compliance with electrical licensing laws, state rules and the National Electrical Code.• Issue citations or correction notices for safety violations.• Additionally, you will enjoy effectively maintaining a busy daily schedule and using a computer to maintain and update records according to policies and procedures.BEFORE YOU SUBMIT YOUR APPLICATION, PLEASE READ THE FOLLOWING:You will be required to take an Electrical Program Technical Assessment as part of the application process for Electrical Construction Inspector positions. This is an open book assessment that covers the NEC, WAC, RCW, Electrical theory and wiring diagrams. Applicants must supply all of the materials they intend to use to include but not limited to codebooks and calculators. TTY users should first call 711 to access the Washington Relay Service.Some of what you will do:• Check individuals and companies performing electrical installations for compliance with licensing, certification, and permitting requirements. Issue citations for non-compliance.• Conduct field investigations and compile investigation reports.• Issue approval notices for electrical installations and write correction notices when there are code violations.• Issue electrical fee due notices when required by appropriate WAC rules.• Answer questions about the National Electrical Code (NEC), and Washington State wiring rules and regulations.• Maintain good relations with contractors, architects, engineers, electric utilities and private parties engaged in the use and installation of electrical equipment.• When required, prepare testimony and testify on behalf of the Department before an Administrative Law Judge, the Electrical Board, and other courts regarding investigations and findings, and to defend and support citations issued.• Ensure compliance with electrical laws and rules.• Develops and delivers technical and policy training to assigned inspectors as determined by the Supervisor• And much more!Required Qualifications:Must possess a valid unrestricted driver license.Employees driving a privately owned vehicle (POV) on state business must have liability insurance on the POV.As well as:Four years’ experience as journey level electricians, as defined in RCW 19.28.006, in the electrical construction trade installing and maintaining electrical wiring and equipment.ANDEmployed by a licensed 01 Electrical Contractor working as a Journey level electrician 4 of the last 8 years of employment history.ORFour years’ experience as a journey level electrician performing the duties of an electrical inspector employed by the department or a city or town with an approved inspection program under RCW 19.28.141.ORTwo years of college-level training in electrical engineering and four years of continuous practical electrical installation experience and a General Administrators certification (AD01).ORFour years of college-level training in electrical engineering and two years of continuous practical electrical installation experience and the General Administrators certification (AD01).ANDProof of a minimum passing score of 70% on the electrical technical pre-assessmentDesired Qualifications:• Possession of a valid WA State general administrator certificate (AD01) or a valid master general electrician (ME01) certificate.• Demonstrated experience in a cross-section of electrical work in the electrical construction industry.• A thorough working knowledge of, and the ability to apply on the job, the provisions of RCW 19.28 (Electricians and electrical installations), WAC 296-46B (Electrical safety standards, administration, and installation), and the National Electric Code.• Skills and ability to safely and accurately operate and understand basic electrical testing equipment.• Ability to read and interpret electrical plans.• Basic computer skills (e.g. email, typing, etc.), with an emphasis on Microsoft products. Using computers, including hardware such as keyboards and software such as work processing and other programs, to produce timely and accurate work products that fully satisfy the demands of the assignments.• Ability to access and move between multiple computer programs, such as databases, word processing programs, and the internet, to search for or enter/update information.• Enforces governmental laws, rules and regulations, and initiates enforcement actions in such a way that the public perceives as fair, objective and reasonable.• Effectively persuades others to voluntarily accept recommendations or advice for the purpose of bringing them into compliance with laws, regulations, and policies.• The ability to effectively move oneself around the worksite to personally inspect the activities and/or the completed work done there.• Reads, interprets, and retains complex information from written material.• The ability to coordinate with others inside or outside the organization to share information, make decisions, arrange for services or other assistance, and/or implement solutions to problems or complaints.• Effectively identify, collect, organize and document data and information in ways that make the information most useful for subsequent assessment, analysis and investigations.• Ability to use relevant information, formal criteria, and independent judgment to evaluate information and determine compliance with applicable laws, standards, etc. and/or determine eligibility for programs or services.• Critically observes and inspects elements of the physical world, including structures, products, events, actions and behaviors, and environmental conditions, to collect information and detect problematic situations.• Helps others resolve complex or sensitive disagreements and conflicts. Effectively leads a rational process of illuminating issues, enhancing understanding of divergent interests, and identifying common ground for a workable solution.• Able to make systematic inquiries into employer records, operations, worksites, etc. to obtain information regarding activities that fall under the regulatory responsibility of the department.• Makes timely decisions without sacrificing quality even under ambiguous circumstances or when data is limited.Things You Need To Know:To help you maintain a proper work-life balance, teleworking is one of the work schedule options for this position.
