If you have proven ability to build relationships of trust and are aligned with our agency values as we provide our employees and communities with inclusive workforce solutions, this may be the opportunity for you!We are hiring a senior level Human Resource Consultant (HRC4), in this role you will be the primary HR Consultant to provide consultation and coordination for all Leave and Care Division (LCD) hiring processes and in addition provide senior level consultation, advice, guidance, and support to LCD appointing authorities, managers, supervisors, and employees on complex personnel processes and procedures. You will independently provide advice to supervisors and employees on HR issues that are consistent with agency policies, procedures, and guidelines; best practices; Washington Administrative Codes; and applicable Collective Bargaining Agreements. Reporting directly to the Labor Relations Assistant Manager, provides expert consultation and technical support to Leave and Care Division managers and staff on the full scope of human resources services. This position will independently determine what advice and rule interpretation to provide to management and staff. This full-time permanent position is primarily telework but may need to attend in office meetings and events as needed.• ** Please submit only the required documents as noted below and ensure all Personal Identifying Information (PII) such as Social Security numbers etc. are edited out of your materials for privacy.Some of what you will do:• Coordinate recruitment and hiring for LCD including:• Prep and debrief hiring panels.• Determine new hire salary and make job offers to candidates.• Provide candidate feedback at the conclusion of hiring process.• Plan, prioritize, and perform HR work in support of management and employees.• Provide consultation on leave and attendance issues/concerns, Family Medical Leave Act (FMLA), Paid Family and Medical Leave Act (PFML), shared leave, Position Description (PD) Form.• Investigate, prepare documentation and recommend position on grievances, complaints and appeals.• Represent the agency in hearings and meetings, including employee grievances, disciplinary, Personnel Resources Board and unemployment compensation.• Draft pre-disciplinary and disciplinary letters and provide associated documentation.• Assist in management of employee performances by analyzing problems and providing strategic plans and tactical responses to address issues.• Coordinate with agency management, union staff and Labor Relations Office in mediation conferences, hearings, appeals and settlement discussions.To request a detailed position description click here.Required:• Four (4) years of progressively responsible broad based professional human resource experience consulting in the following areas: performance management, disciplinary action, corrective action, rules interpretation, employment law, recruitment, classification and compensation.• And four (4) years of experience drafting professional written correspondence (can be concurrent). Excellent written and verbal communication skills.• Ability to interact and maintain professional relationships with managers, employees, and other stakeholders such as a union.• Demonstrates a passion for equity, diversity, inclusion and belonging, and actively seeks out opportunities to learn and develop in these areas.Preferred/Desired:• State Government experience• Experience writing letters related to corrective and disciplinary action, hearing grievances, and writing grievance responses.
