Job Description
Reporting to the Chief Information / Technology Officer, the SVP Data Innovation and Architecture will focus on leading efforts to advance and further refine Horizon’s industry leading Deterministic-First Identity Platform, which power Horizon’s Blu connected marketing service capabilities. The successful candidate will be responsible working with our technology teams to review, onboard, enrich and transform large datasets to derive insights and drive business decisions, developing algorithms to optimize advertising campaigns, and providing leadership vision for new products and services. The ideal candidate will have a strong background in statistics, mathematics, and computer science, with extensive experience in designing and developing data warehouses & data lakes, machine learning, and foundational predictive modeling.
Partnering with colleagues in Information Technology, Marketing Science, Blu Operations, Business Solutions, and other key business stakeholders, you will work collaboratively across the agency and its subsidiaries to understand the reporting and analytics requirements of the business and create data solutions that are robust, flexible, scalable, and optimized to support current and future business analytics needs. This role includes analyzing the current data management environment to identify critical gaps, and designs solutions for the overall data lifecycle.
Working collaboratively across the agency, you are responsible for the vision and execution of the platform’s data strategy, design, development, and maintenance of data management solutions to support critical business data needs, ultimately supporting all the agencies strategic data objectives. Leading with a customer-centric attitude, you will drive product vision to ensure that Horizon continues to meet the market's ever-evolving needs.
Ingesting, transforming, and enriching disparate data sources, you visualize designs and prepare data in a framework that data scientists, engineers, and analysts can use. vision for combining those sources into a more cohesive, easier-to-use framework. You will enable strategic, big-picture design thinking for the business and how it operates, while collaborating with business and technical counterparts to drive the delivery of systems that align with key business performance indicators. You will provide a comprehensive, enterprise, and operational view ensuring output and artifact quality at all levels. You will be expected to work across the enterprise domains to drive architecture and design runways that result in implemented business solutions.
Key Job Responsibilities:
  • Hands-on expertise in developing data warehouse, data lake data visualization, productization, artificial intelligence, cloud computing and MLOps solutions.
  • Lead efforts to analyze large datasets using statistical techniques to identify patterns, trends, and insights.
  • Work closely with engineering and product teams to implement data-driven marketing solutions.
  • Develop algorithms to optimize marketing campaigns and improve performance metrics such as conversion rate, customer acquisition cost, and lifetime value.

Key Duties:
  • (40%) Deterministic-First Identity Platform (Blu) product's

    . Your job is to collaborate with stakeholders to plan, execute related technology and operations projects.
    • Design and own product roadmap.
    • Manage releases, content, and schedules.
    • Manage feature requests, prioritizing, defining requirements and user experience.
    • Lead and partner with data engineers, cloud engineers, etc on platform design, technical specifications, arbitrating conflicts across teams when necessary.
    • Drive solutions from initial implementation, testing/QA and final delivery to end users/ stakeholders.
    • Align technology strategies to key business performance metrics.
    • Account for possible project challenges on constraints including, risks, time, resources, and scope.
    • Conduct build-versus-buy analysis when offering new capabilities.
  • 40%) Technology Management
    • Establish external data partnerships that ensure strategic alignment with client needs, continuity in data onboarding and that meet individual business unit needs.
    • Create innovative solutions using Horizon’s broad technology stack.
    • Evaluate and onboard new and innovative technologies to enhance service offerings.
    • Guide Proof-of-concept initiatives that enhance blu offerings using techniques derived from MLOps, Artificial Intelligence, Machine Learning and Robotic Automation.
  • (20%) Administration
    • Develop roadmaps and associated budgets and forecasting.
    • Manage approved budget.
    • Develop communication plan for senior leaders, presenting, quarterly update reports, state-of-blu progress reports.
    • Manage staff (directly and matrix) and virtual teams.
About You:
  • BS/MS in Computer Science, Engineering, or related fields, with 10+ years’ experience in software development, data architecture and platform engineering.
  • Extensive experience building and driving enterprise level data architecture across sophisticated platforms and systems/
  • Expertise cloud technologies – Amazon, Good and /or Microsoft.
  • Deep understanding of AI/ML platforms and data requirements to facilitate development of AI/ML models
  • Successful track record of architecting, designing, and implementing complex, loosely coupled, scalable, and secure software and systems
  • Experience in either a consumer media company or within an ad tech publisher platform at scale.
  • Deep understanding of platforms such as Snowflake and Databricks.
  • Prior hands-on with NLP, data mining, Robotic Process Automation (RPA) a plus.
  • Excellent oral and written communication
  • 7+ years’ Data Warehouse experience. Candidate must have experience with designing Data Warehouse schemas (Data Vault, 3NF model) as well as Data Mart schemas (Dimensional model)
  • 5+ years’ experience integrating data from disparate sources
  • Experience in Agile development methodologies
  • 3+ years’ knowledge of Azure Data & Storage, Azure Data Bricks/ Apache Spark
  • Proficient in Data Governance practices and experience a plus.

Salary Range
$200,000.00 - $300,000.00
A successful applicant’s actual base salary may vary based upon, but not limited to, skill sets, experience and training, licensure/certifications, and equity.
