DEPARTMENT OVERVIEW

Academic Personnel and Programs (APP) within the Division of Academic Affairs manages systemwide academic programs and develops policy supporting academic careers at UC, including recruitment, retention, advancement, compensation, diversity, and affirmative action. APP serves as primary liaison from UCOP in all matters related to academic employees, including faculty, researchers, librarians, graduate students, and postdoctoral appointees. APP provides leadership, planning, development, and support for academic initiatives, projects, and ongoing efforts on behalf of the UCOP and The Regents. APP facilitates the work of systemwide academic programs that provide faculty and students with opportunities to work in Washington, DC and Sacramento. In addition, APP programs offer publication, media and digital services to the UC community as well as to the State of California and the world. Partnering with faculty, the Academic Senate, and academic administrators, APP leads initiatives and conversations and facilitates multi-campus collaborations, including collaborations among systemwide academic programs. Its work supports faculty and students directly, serves the people of California, and enhances the quality of the academic enterprise at each campus. As a national leader, APP takes an innovative approach to its work while building coalitions and consensus among UC campuses and other University partners.

POSITION SUMMARY

Reporting to the Director of Academic Program Coordination, the Systemwide Academic Program Analyst uses skills as a seasoned, experienced, equity-oriented professional with a full understanding of analytical practices, policies and procedures to support APP's immediate office management and support of academic programs including: Advancing Faculty Diversity (AFD), California Digital Library (CDL), President's Postdoctoral Fellowship Program (PPFP), UC Center Sacramento (UCCS), UC Press, UC Washington Center (UCDC), and all faculty diversity initiatives. The Analyst will be responsible for conducting research, analyzing data, and developing solutions to a wide range of issues in support of academic programs, including preparing draft responses to inquiries from a broad range of stakeholders, planning and preparing details analysis and data in support of new initiatives and programs, and ensuring appropriate implementation of policies and procedures, as they relate to the academic programs and department as a whole. The Analyst also provides analytic support for presentations, reports, meetings, and develops background materials for the Director and APP leadership, as needed. The Analyst has general responsibility program administration and provides critical project coordination and analytic support for multiple initiatives and projects under the auspices of APP. The Analyst has responsibility for short- and long-term project management, maintaining electronic lists and contact information for academic program contacts and key committees, ensuring that program governing/advisory group rosters are up to date. Candidates invited for interview should be prepared to submit a written statement demonstrating their contributions to diversity, equity and inclusion.

Responsibilities
  • 25% Research and Analysis: Researches and drafts complex proposals (decision memos), reports, briefings, executive summaries, and talking points. Performs background research and analysis on a range of issues pertinent to academic programs, including budget and other data analyses. Proposes, leads and / or participates on policy and planning committees and working groups. Represents APP on selected divisional or UCOP working groups. Collaborates with academic program partners to coordinate the development, implementation and monitoring of new programs and processes. Researches, monitors, and analyzes UC policies for impact on academic programs. Manages and collaborates on all faculty diversity initiatives and programs. Keeps abreast on issues affecting academic programs and higher education issues generally.
  • 25% Communications and Coordination: Drafts written materials to independently respond to internal and external information requests on a variety of operational issues; responds to requests for information regarding academic programs. Develops agendas for program meetings, drafts meeting minutes, and plans and executes meetings, as needed. Prepares necessary project, background, and summary materials as needed for meetings, proposals, events, committee meetings, and work groups; formats materials suitable for presentations and reports. Maintains electronic lists and contact information for APP contacts and key academic program committees, working with program and other OP staff to ensure that governing board rosters are up to date. Coordinates implementation and reporting by academic programs regarding UCOP policies and procedures, as needed. Prepares requests and other instructions on behalf of APP and Academic Affairs divisional leadership for issuance to academic programs. Develops and coordinates policy or program communications; formulates strategies for education and enforcement. Prepares and packages responses for submission to leadership, as needed. Coordinates and manages recruitment appointments, reviews, and reappointments of academic program directors. Coordinates academic appointments, reviews and reappointments for all of the academic programs, working with appropriate academic program staff. Prepares and reviews documents and materials for submission to the UC Provost, ensuring that materials are error-free and follow appropriate processes and conventions for UCOP written communications.
  • 25% Project Management: Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization. Provides project management for long- and short-term assignments, budget tracking, tracking work status, deadlines, follow-up items, and requests for information. Prepares project materials for use by APP leaders.
  • 15% Website maintenance: Develops and maintains APP departmental website, in partnership with other APP staff. Works with members of the APP team to ensure accurate presentation of information and data presented.
  • 10% Other duties as assigned.

    Required Qualifications


  • Minimum of 7 years of related work experience.
  • Advanced analytical and problem-solving skills.
  • Advanced project management skills and significant skill in taking initiative, strong team-orientation, and demonstrated ability to lead team projects.
  • Strong ability to use discretion and maintain all confidentiality.
  • Advanced skills in analyzing, researching and synthesizing large amounts of data and information for preparing sound and relevant analyses on a variety of issues that may arise.
  • Strong policy analysis techniques.
  • Advanced proficiency with Microsoft office applications: Word, Excel, PowerPoint and Internet research tools. Ability to learn and utilize project management software. Demonstrated knowledge of organizing virtual meetings via Zoom or other online meeting applications.
  • Advanced communication and interpersonal skills to communicate effectively, both written and verbally with diverse individuals at various levels of the organization, both within UC Office of the President, across UC campuses, and with external constituencies. Ability to articulate information in a logical and succinct manner.
  • Demonstrated ability to multi-task within demanding timeframes.
  • Demonstrated ability to use sound judgment in responding to issues and concerns and to interpret and appropriately apply policies and procedures.
  • Strong attention to detail by regularly verifying all work thoroughly to ensure accuracy and adherence to established protocols and deadlines. Ability to proofread correspondence, summaries, presentations, and briefings.
  • Thorough knowledge of organizational or initiative processes, protocols and procedures.
  • Demonstrated commitment to valuing diversity and contributing to an inclusive working environment.

    Education


  • Bachelor's degree in education/higher education, public policy/affairs/administration or related field or equivalent experience and training.

    SPECIAL CONDITIONS

    This position can be hybrid or eligible for a remote work arrangement within the state of California. The selected candidate must reside within the state of California or be willing to relocate.

    The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
