Project Procurement Buyer

Position Purpose

The Project Procurement Buyer serves as the liaison and subject matter procurement expert on the project team.  The individual will coordinate with procurement to ensure that inventory and commodity items are purchased to support the project, as well as assist in any procurement.  The Project Procurement Buyer will write (raise) the Purchase Order (PO) and monitor pricing and delivery to support project budget and timeline in a fast-paced environment. The Project Procurement Buyer may purchase outsource components and will have an extensive knowledge of manufacturing and manufacturing shops.  The Project Procurement Buyer will lead estimating efforts and align closely with design engineering and project management for the solicitation of competitive bids and cost comparison/analysis. The Project Procurement Buyer will have strong interpersonal skills to build and maintain supplier relationships and communication. The Project Procurement Buyer will negotiate pricing and control inflation of costs using leverage such as purchasing power and global consolidation of supply chain.  The Project Procurement Buyer may be assigned outsource components to purchase and will have an extensive knowledge of manufacturing and manufacturing shops, and may act as project procurement liaison with project management, design engineering and fabrication.

 

Essential Responsibilities / Accountabilities

Liaison between procurement and the project team. 

Evaluate ERP demands and requisitions to accurately generate and complete PO’s in a cost effective and timely manner to support project timelines, budgets and quality.

Outsource custom-machined or custom-processed parts to machine and specialty shops when TAIT cannot produce. 

Ensure strong purchase orders by including all material/price specifications as listed on bills of material and/or engineering drawings, as well as including all relevant commercial documents.

Maximize savings and ensure competitive buying with the utilization of strategic/preferred supplier agreements and competitive bidding and bid analysis. 

Communicate part changes, delays, upgrades or any risk to other buyers, purchasing manager(s), design teams, project management and fabrication.

Interface between suppliers and various internal departments to resolve issues, quality, invoice problems, material specification questions, variances, etc., as required.

Negotiate contracts, improve prices and terms of business with suppliers and review opportunities to make business savings utilizing negotiation and procurement best practice tools and methods

Provide key coordination and communication in support of proposal and estimate development, ensuring all major procurement components are covered.  Perform bid reviews.

Maintain supplier relationships to continually improve purchasing power.  Source new suppliers that can provide cost-efficient, timely and quality products, and negotiate pricing and terms.

Utilization of knowledge of general commercial, review of terms and conditions and non-disclosure agreements (NDAs) in advance of legal

Assess and evaluate existing suppliers on quality, delivery, price and contribute to supplier scorecards. 

Prepare reports and updates as and when required.

Alignment with accounting for timely supplier payments (cashflow), assistance with invoice processing and supplier onboarding when needed.

Coordinate and cooperate with Quality, Legal, Safety, and Accounting in respect to the procurement process and requirements, including preliminary review of supplier terms.

 

Collaborate with the Purchasing Manager(s) to develop and implement ideas and strategies to enhance operational efficiency, aid business performance, and work toward continuous improvement

Assist in achieving financial targets and cost-reduction initiatives, including savings targets.

Act as a resource to Company leadership and employees as a Procurement subject matter expert.  Recommend new ideas and trends to management.

Leverage industry benchmarks and best practices to define and drive Supply Chain toward best-in-class performance including the development and implementation of standard work processes and procedures and subsequent internal auditing.

Mentor, coach, and develop best-in-class supply chain personnel to support project execution.  Maintain a working environment in which subordinates are safe, motivated, well-directed, satisfied, and developed to realize their potential.

Ensure compliance to company and project guidelines, policies and procedures and represent TAIT at all times with high moral standards.

Adhere to any health, safety and environmental policies and procedures to ensure the safety and wellbeing of self, staff and visitors and communicate those policies and procedures to our suppliers.

Perform other duties as required or assigned.

Minimum Qualifications

To perform the essential responsibilities, individuals must have the following level of education and experience, or equivalent combination. Additionally, the following certifications, knowledge, skills, or physical requirements are necessary for the position.

  • 5+ years’ experience as a Buyer
  • 3+ years of manufacturing experience preferred.
  • Strong knowledge of purchasing practices, competitive bidding, negotiation, and commercial understanding
  • Strong knowledge of manufacturing processes is a plus.
  • Bachelor’s degree in supply chain or business is preferred.
  • CPSM (Certified Professional in Supply Management) or other industry certification is a plus.
  • Experience working with an ERP or MRP system. TAIT currently uses Epicor.
  • Knowledge of Epicor, Slack, and/or Box a plus
  • Communication skills which include, but are not limited to, written and oral communication, active listening, nonverbal communication.
  • Dependability, responsibility, and consistency in job performance
  • Ability to remain calm under pressure and handle changing priorities in a fast-paced environment.
  • Ability to travel, if required.
  • Flexibility with work schedule. Normal work schedule is forty hours per week; however operational demands may necessitate other schedules to meet business needs.

Working Conditions and Physical Effort

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is required to frequently walk, bend, climb, push, pull, twist, squat, stoop, and kneel each day. Specific requirements are:

  • Must be able to look at a computer screen for extended periods of time
  • Must be able to stand for extended periods of time
  • Must be able to lift or move 50 lbs.
  • Must be able to carry 50 lbs.
  • Must be able to pull or push 50 lbs.

Work conditions of the role are:

  • Work conditions may involve moderate exposure to unusual elements such as dirt, dust, fumes, unpleasant odors, and/or loud noises.
  • Work environment involves some exposure to hazards or physical risks which require following basic safety precautions.
  • Must be able to wear and properly utilize appropriate personal protective equipment (PPE) to work within or visit areas where required. This includes, safety glasses, reflective vest, ear plugs, safety toed shoes, and other PPE as required by the location.
