Summary



The Department of Human Resources (DHR) seeks a skilled Talent Acquisition Analyst.

Reporting to the Talent Acquisition Manager, the Talent Acquisition Analyst will provide professional level recruiting services, consultation, guidance, analysis, and reporting on the processes and activities that support King County's equitable recruitment objectives.

The successful candidates will have a strong foundation of knowledge in human resources. Stepping into a fun and fast paced team, they will bring hands-on experience supporting recruitment and selection activities in a public sector environment, and proficiency as a NEOGOV Insight user.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. This role will apply equity and social justice principles that exemplify shared values, behaviors, and practices in all aspects of the work. As the Talent Acquisition Specialist, you will:


  • Independently prioritize, plan, coordinate, and implement duties as necessary to support and fulfill hiring needs to accomplish the assigned responsibilities.
  • Research, gather, accumulate, organize, and communicate information professionally to customers and interested parties, both orally and in writing, using various technologies.
  • Provide professional support in the efficient use and maintenance of information in the Applicant Tracking System (ATS) NEOGOV.
  • Utilize substantive knowledge of recruitment and employment, provide professional level consultation demonstrating skill, ability and knowledge in employment rules, practices, policies, and laws and apply these independently in the course of daily duties.
  • Make decisions on complex scenarios and routinely utilize discretion and independent judgment. Issues may involve competing interests, multiple clients, conflicting rules or practices, a range of possible solutions, or other elements.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Knowledge of
  • Human resources principles, practices, legal environment, trends, and functions specifically focused on recruitment and selection laws and regulations.
  • Human resources reporting and recordkeeping requirements.
  • Fair employment practices, laws, and regulations; nondiscrimination; Americans with Disabilities Act; civil rights laws; and legislation.
  • Principles, methods, and practical applications of employee recruitment, selection, and placement.

Skill in
  • NEOGOV's Insight module as used in the recruitment and selection process.
  • Verbal and written communication.
  • Research, analysis, and independent thinking.
  • Production of data and program content reports, and employee information materials.
  • Presentation delivery before groups and committees.
  • Recommendation development on a range of recruitment issues.
  • Exceptional customer service.

Qualifications:
  • Three to five of years in progressively responsible roles where performing recruitment activities was a primary function of the assigned duties; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential job duties.

Work Schedule
This position is non-exempt from the provisions of the Fair Labor Standards act and therefore overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is represented by Teamsters Local 117/Professional & Technical and is classified as a Human Resource Analyst; class code: 2311200.

Who May Apply
This recruitment is open to the public and current King County employees and will be used to fill one Term-Limited Temporary (TLT) position or Special Duty Assignment (SDA). The assignment is anticipated to extend through December 31, 2024.

This recruitment will be used to fill one Term-Limited Temporary/Special Duty Assignment. DHR also intends to generate an eligibility pool for future Term-Limited Temporary/Special Duty Assignments that may occur during the next six months.

Teleworking Requirement:

The work associated with this position will be performed predominantly through telework, onsite work, and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
