This position is accountable for administering employment procedures to provide more effective employment programs, overseeing the filling/posting of code/technical vacancies for departmental employees, processing of personnel transactions, and administration of bureau support services.

This position reports to the Personnel Administration Section Manager. Reporting to this position are the Employment Specialist, Employment Coordinator, and Employment Support Specialist.
The Bureau of Personnel Management (BPM) within which the incumbent operates provides a variety of departmental personnel services which impact employees statewide. This position is specifically responsible for overseeing the coordination of various seasonal employment programs for code employees that are consistent with departmental employment needs as well as the Central Management Services (CMS) Personnel Code and bargaining unit contracts. The incumbent administers the posting process for all code and technical employees
departmentwide. This position is also responsible for overseeing the administration of the Merit Compensation Plan governing groups of code employees that are not included in the various bargaining units. In addition, the incumbent oversees the maintenance of departmental employee history records and coordinates clerical services for the Personnel Administration Section.
Typical problems encountered in this position involve keeping abreast of a variety of procedures inherent in bargaining unit contracts, the CMS Personnel Code, and the Merit Compensation Plan, and ensuring the application of appropriate procedures to process transactions. The greatest challenge is ensuring the accuracy and timeliness of personnel transaction documentation.

The incumbent is personally responsible for the assignment, direction, monitoring, and review of all functions performed by the Employment Services Unit. The incumbent establishes the procedures to be followed by staff members in carrying out individual activities and is available to assist staff on the more involved problems confronted. The incumbent should be aware of departmental operations and communicate regularly with individual managers concerning problem areas needing action. The incumbent serves as liaison between the bureau chief's office, departmental management, and Central Management Services (CMS). The incumbent coordinates the maintenance of systems for the continual monitoring of Internal Personnel Requests (IPR) required in conjunction with personnel actions for all code and technical positions. The incumbent oversees the coordination of documentation for the technical employee hiring process from the time of position approval through the interview and hiring processes. The incumbent is responsible for the ultimate integrity of the department’s personnel files and ensures the maintenance of present and past files. In addition, the incumbent coordinates seasonal and temporary hiring programs for the department. This involves overseeing the processing of temporary code employment requests including the submittal of justifications as well as the interview process and the administration of the seasonal programs (summer/winter, highway maintainer). The incumbent oversees the maintenance of accurate individual history files through the continuous monitoring of personnel transactions in compliance with established policies and procedures. The incumbent oversees the administrative functions for the BPM including general clerical and receptionist functions. The incumbent coordinates functions involving merit compensation positions which includes hiring, flex/work schedule changes, leaves, overtime requests, disciplinary matters, separations, and generation of reports. In addition, the incumbent oversees Human Resource Information System (HRI) corrections in conjunction with the Bureau of Information Processing (BIP). The incumbent, in conjunction with district personnel officers, ensures efficient and effective processing of all employment transactions.

The incumbent accomplishes accountabilities through the following subordinates:
Employment Specialist who is accountable for coordinating the filling of code and technical vacancies and coordinating employment transactions for all departmental employees. In addition, the incumbent is responsible for actively examining and revising these employment procedures to provide a more effective employment program.
Employment Coordinator who is accountable for coordinating pre-employment background paperwork, interagency transfer documents, downstate transfer files, pre-employment verifications, tracking files, record retention, and monitoring leave of absence files.
Employment Support Specialist who is accountable for the assistance and coordination of administrative support duties for departmental employment programs within the BPM, such as record retention, sick leave advancement, sick leave bank, accepting/reviewing employment documents, correspondence preparation, and work schedule changes.
The incumbent exercises broad latitude in accomplishing the assigned functions of the Employment Services Unit. Problems of an unusual or sensitive nature will be referred to the Personnel Administration Section Manager with recommendations for resolution. The incumbent is constrained by applicable departmental, state, and federal policy, practices, and guidelines.
Internal contacts include representatives from all departmental offices and bureaus. The incumbent maintains continual communication and gains the cooperation of departmental managers due to the scope of services provided by the Employment Services Unit. External contacts include the CMS, other state agencies, and public.
The effectiveness of this position is measured by the ability to provide employment and personnel administrative functions to departmental management in a timely manner and by the accurate processing/maintenance of personnel transactions.
